The Present Situation And Countermeasure Study Of Rural Grass-roots Management In New Era.

Rural grass-roots governance is an important component part of state governance and local governance.With the development of china's rural society and economy as well as the urbanization process and the acceleration of rural population's migration,rural society has changed a lot,which has emerged problems like the power vacuum of rural governance,the difficulty in integrating the governance system,the dislocation and maladjustment of governance mechanism and the lack of legal sense.These problems have brought enormous challenge for the rural governance.This paper takes Taiping towns federation of villagers autonomy as an example,analysing from multiple angles such as theory,practice,the native and the alien discussing the construction of the organic combination of government management system and villagers autonomy system as well as the new good governance structure of democracy cooperation.This paper suggests to enlarge the democratic participation and construct a rural democracy state just like the "concentric circles".First,the villagers should establish a scientific concept of civic political participation and a scientific concept of socialist democracy.While developing and expanding socialist democracy,we should maintain social and political stability and harmony.We will uphold the leadership of the communist party,the correct politicai direction,the pcople-oriented principle,and the requirement of sustainable development to expand citizens' political participation in an orderly and reasonable manner.Second,we should correctly assess whether people at the grass-roots are active and reasonable in their political participation.It is important to meet the increasing demand of the people for political participation by gradually improving the design of democratic systems.In a democratic system to establish and perfect,democratic form diversification,broaden the channels of great efforts,improve the democratic election,democratic decision-making,democratic management and democratic supervision and the steps of system and mechanism,in the protection of citizens' to participate,the right to know,to supervise and to express the coolie again.Besides,it also proposes to strengthen public service and perfect the rural governance system of pluralistic participation as well as to cultivate the thought of rule by law and improve the system of rural governance by law.First,we should strengthen the institutional support of social governance on the premise of scientific legislation.Second,we should ensure strict law enforcement and highlight the leading responsibility of government social governance.Third,we need to strengthen the last line of defense of fairness and justice by relying on just justice.Fourth,we need to consolidate the cornerstone of the rule of law in social governance on the basis of law abiding by the law by the whole people.These proposals above aim to create a new mode for rural management and to innovate the means of rural governance.
