The Construction And Operation Mechanism Of The Social Organization Service Platform

Social management innovation is a hot topic in recent years, and in this context a number of innovative practices emerged over the country. Among these practices, Guangdong Province made the first breakthrough in the dual management system of social organizations, and social organizations in Guangdong can register without competent units ever since. At the same time, Shenzhen, Shanghai, Beijing and other places also make similar practices. On the one hand, the direct registration of social organizations in some areas relaxes the conditions for registration of social organizations, and lowers the registration threshold, creating a favorable policy environment for the development of social organization. But on the other hand, the social organization Blue Book report published by the end of2012with data tells us that the growth rate of social organization continues to fall. Social organizations do not usher blowout development though the entry difficult problems cracked. So, in order to promote the rapid development of social organizations, alone breaking the dual management system is not enough, other aspects of the management system of social organization should be innovated too, among which giving more nurturing and support of social organization is the weight of the weight. The object of this paper, social organization service platform, is just to foster innovative means of supporting social organizations, including the service center of social organizations, social organizations development funds and Society for the Promotion of social organization. Social organization services platform can provide funding, venue, information, Venture Philanthropy and so on for social organizations. It can play a major role in nurturing and supporting social organizations. What’s more important is that through the platform, the government can transfer some functions to social organizations, achieving collaborative governance of the government and society. However, the relative domestic research in it is rather inadequate. Therefore, the purpose of this research is to study the construction status of the social organization service platform, including its concept, function, and establishment. Also on the basis of cases study in Putuo District in Shanghai and Haishu District in Ningbo, the paper tries to design an operating mechanism of the social organization services platform, and puts forward some constructive suggestions for the subsequent construction of the social organization service platform.
