Research On Confidentiality Supervision From The Perspective Of Holistic Governance

In the struggle to safeguard national security and interests,the work of confidentiality bears important responsibilities and plays an irreplaceable and important role in the security of national politics,economy,science and technology.As an important part of the work of confidentiality,confidentiality supervision is also a new point of development,which gradually attracts the party and government organs'attention at all levels..At the same time,with the rapid advancement of information technology,the widespread application of new technologies such as big data,cloud computing and IoTs,the internet has become a major channel of information leakage,therefore,internet confidentiality supervision is becoming more and more important,and the work of confidentiality supervision urgently needs the guidance of governance theory.The holistic governance with cross-department coordination and integration theory can be well adapted to the needs of confidentiality supervision.In fact,the aim of holistic governance is to avoid conflicts of interest and overlapping functions as far as possible,to implement interactive promotion and resource complementarity,and to promote the multi-win governance of joint efforts among various units.The theory of holistic governance plays an active role in government regulation,especially in the field of secrecy management.Therefore,this paper selects the confidentiality supervision as the research topic,aiming to contribute to the development of confidentiality supervision from the perspective of holistic governance.Based on the rapid development of information technology in the era of big data,this paper finds that the existing security supervision mode has been difficult to meet the actual needs,and urgently needs the guidance of holistic governance theory.Focusing on the two core concepts of confidentiality supervision and holistic governance,this paper summarizes the literature and introduces the development process and current situation of confidentiality supervision.Under the guidance of the theory of holistic governance,non structural interview is used to record interviews with relevant personnel according to the interview outline.The interview content is combined with the practice of confidentiality supervision in S Province.Focusing on the core concepts of coordination and integration of the two holistic governance,the common problems reflected in the interview content are sorted out and summarized,and the functions of confidentiality supervision are analyzed to be cross scattered,unreasonable organization,imperfect information sharing mechanism,nonstandard supervision process,lack of accountability and restraint mechanism,etc.from the perspective of organizational coordination of holistic governance theory,integration of upper and lower level organization teams,information resource sharing,improvement of process links,establishment of responsibility mechanism,etc.,we can find out that there are multiple governance,unsystematic organization team,and information wall in confidentiality supervision Based on the deep-seated reasons such as incomplete base,incomplete process and imperfect assessment and accountability,and in combination with the practice of confidentiality supervision,this paper explores the establishment of integrated governance strategies such as interdepartmental coordination mechanism,upper and lower collaborative integration team,information sharing mechanism,supervision whole process mechanism and assessment and accountability mechanism,and shapes the governance concept and practical value of the integrated confidentiality supervision system.
