Research On Power List System From The Perspective Of Holistic Governance

Power List System is being implemented in China as kind of new power control system, aimed at regulating the governments' power, enhancing multiple social subjects' supervision of the operation of administrative power, and actively building the law-oriented government, the limited government and the responsible government, to promote the modernization of national governance systems and governance capacity. Based on Holistic Governance,analyze the construction and implementation logics of Power List System from the perspective of theory,practice and system. In view of the current practice of Power List System,it is not difficult to find out that it exerts positive effects on regulating the exercise of government power, promoting the transformation of government functions and improving the people's satisfaction; It also exists some problems such as different carding power standards,doubts about the body of determining the powers, shown in single carrier, inadequate supervision of power use, etc. The causes of these problems are as follows: the lack of overall consideration of the top-level design of Power List System, the coordination of operation process is not enough, the supporting measures are not strong, etc.In order to overcome the problems of fragmentation about Power List System practice, all levels of governments need to establish the concept of Holistic Governance and optimizate Power List System of top-level design based on Holistic Governance Theory; Fully integrated functions of power list, both the inherent limit function and external supervision function;Innovate the implementation strategies by strengthening the coordination and cooperation between the governments and the government departments; Carry forward the overall relevant supporting measures,which include the legalization of Power List System, the establishment of Responsibility List System,and the informatization of the practice of Power List System.
