Research On Development Of Mutual Assistance For Pension In Rural Communities In Jining

In recent years,the contradiction between the accelerating rural aging population in China and the shortage of elderly care resources has become more and more prominent.The pressure on rural elderly care is increasing.So,it is urgent to explore a proper elderly care model for rural China.The elderly care model which suitable for china rural areas must comply with the reality of china rural areas' economic,society and cultural.Economically,it is impossible for the rural elderly to pay for nursing service of professional elderly institutional.The advantage of Mutual-Aid Care is that it can fulfil the rural elderly care demands with lower cost by integrating dispersed resources.Meanwhile,it has unique advantage on rural elderly care because of the following characteristics of china rural areas,such as rural blood,geo-traditional advantages,the tightness of rural production relations,seasonality of agricultural production,small scale of land management,the unity of the industrial structure,temporary labor transfer,etc.However,the researches on mutual-aid care in rural areas of China are mostly general understanding and description,and there are very few systematic empirical studies.In view of this,author took Jining City as an example,analyzed the problems,causes and improvement measures in the development of rural mutual-aid care based on field visits and questionnaires,to build a realistic basis for rural mutual-aid care system and promotion path.First,elaborated the research purpose and significance of mutual-aid care by analyzing the contradiction between the accelerating rural aging population in China and the shortage of elderly care resources.Defined the concept of rural community,mutual-aid care,and community mutual-aid care based on international and domestic research.And elaborated on the welfare pluralism theory,social exchange theory and demand hierarchy theory,as the theoretical basis for analyzing the problem of mutual-aid care in rural communities.Secondly,mutual-aid care center of Zhengzhuang Village,Lingcheng Town,Qufu City,mutual-aid care center of Qianli Village,Luotai Town,Yutai County,mutual-aid care center of Xulou Village,Laozhai Town,Yutai County,such as dozen mutual-aid center and day care center of Lutun village,Lige Town,Yutai County were selected as survey objects,to understand the basic situation of the participation scale,mutual aid model,the types of mutual service in rural communities of Jining City by questionnaire surveys,field visits.And analyzed the problems and causes of rural community mutual-aidcare in Jining from three aspects,recipient,provider and Management.On the basis of this field investigation,the author,drawing on the previous studies of scholars,constructed the management system from the perspective of managers,including government involvement and the actual performance of management responsibilities.This paper discusses the role of volunteer associations,community pension institutions and other mutual aid service organizations in the rural community mutual aid pension system,and constructs the social support system of rural community mutual assistance pension.At the same time,from the time bank as the core of the operation mechanism optimization and community mutual assistance pension service function design two aspects of the rural community mutual assistance pension operation mechanism optimization.Finally,designed mutual-aid care system promotion path institutional construction of rural area mutual-aid care system,awareness cultivation of rural community mutual-aid care,design of linkage mechanism of family mutual-aid,incentive path of social forces participation.Aim to promotion mutual-aid care model,reduce the pressure of rural elderly care by the joint efforts of the government,farmers themselves,families and social forces,and providing new ideas for the improvement of rural social welfare system.
