Mobilization is an important part and measure of rural governance.The rural community is the most basic unit of China's rural society.It has the characteristics of simple composition,deep clan concepts,and prevailing rule of etiquette and law.However,with the deepening of reform and opening up and the establishment of the national policy of ruling the country in accordance with the law,the governance environment of rural communities has also undergone changes and differentiation.This has brought forth new research topics for the mobilization of governance: Studying targeted mobilization models in order to provides differentiated experience and theoretical support.The purpose of this study is to deeply understand the social conditions and public opinions in rural communities.Based on the analysis of rural order and governance,we explore ways to mobilize the internal logic and laws of different types of villages.South village and North village,located in the developed areas of Guangdong Province,are two rural communities with various automatic features.This study sorts out mobilization theories and academic literature,then determines the theory of western resource mobilization as the theoretical support for this study.Using investigation and research methods,we conducted in-depth interviews,on-site inspections in these two communities.After a comparative study of the mobilization basis,the organizational structure and mobilization model of the mobilization subject,the study found that the mobilization goals of the two rural communities have been achieved,but the mobilization model is very different.It is reflected in the four levels: mobilization of administrative resources,mobilization of opinion leaders,mobilization methods,and mobilization of means of control.The following conclusions are drawn: different internal order and mechanism are the basis for the successful mobilization of rural communities;administrative resources and talented elites are the leading forces for the successful mobilization of rural communities;the mobilization methods under the rule of law and virtue are the factors for the successful mobilization of rural communities;the means of regulation and control are the guarantee factors for the successful mobilization of rural communities.The research topic of this study have certain innovations.It has implications for the practice of rural community mobilization in China,including: rationally divide the autonomous unit according to the order of villages,optimizing the structure of mobilization;cultivate new ways of advancing villages and promoting the rejuvenation of rural talents;inspire internal mobilization based on rural social capital and mobilization basis;comprehensively use diverse mobilization and control measures.At the same time,this research has certain limitations in terms of quantitative data support,rough comparison framework,and lack of promotion case bases.In future studies,relevant researches such as reasons and actual effect analysis should be added on the basis of enriching case databases and data databases.
