Research On The Function Optimization Of Women's Federation In China Under The Perspective Of Social Governance

Facing the new situation and new tasks,the Third Plenary Session of the eighteen put forward the reform goal of “advancing the modernization of the national governance system and governance capacity”,which indicates that China has entered a critical period of comprehensively deepening reform.Social governance is an important part of social construction and an important content of state governance.At present,social governance emphasizes the participation of multiple subjects and co-governance.The ultimate goal is good governance,that is,protecting and improving people's livelihood.As an important mass organization and social pillar,Women's Federation is one of the subject participating in social governance,which shoulders the important task of promoting the development of women and children and participating in the innovation of social governance.In the context of social governance,the current realistic task for Women's Federation is how to play and optimize their functions to link the party and the government with the masses of women,coordinate the efforts of various parties,better serve the majority of women and children,and promote the modernization of social governance.The purpose of this paper is to optimize the functions of the Women's Federation in China and realize the effective exertion of their functions.The paper comprehensively uses a variety of methods such as literature research,field research,and case analysis.Taking the Women's Federation in Caidian District of Wuhan City as an example,this paper summarizes the practical situation of the functional development of Women's Federation,and analyzes the problems and causes in the functional development of Women's Federation.In the end,this paper combines the useful experience of Women's Federation at home and abroad,and puts forward some countermeasures and suggestions on how to optimize the functions of Women's Federation in China in the perspective of social governance.Through the analysis,this paper thinks,the main problems in the process of functional development of Women's Federation are as follows: weak political connections and poor expression of interests;bureaucratic organizational model and obvious administrative attributes;inadequate government-social cooperation and weak resource integration capabilities;single service mode and dislocation with the needs of the masses.The main reasons are the marginal political status of the mass organizations,the constraint of the traditional government system,the backwardness organizational operation and the low quality of personnel.Therefore,on the basis of selective reference to excellent experience,this paper puts forward the countermeasures to optimize the organizational function of the Women's Federation.More specifically,First,Women's Federation should strengthen the value orientation and improve the political occupation;second,it should build an efficient organizational system and broaden the service coverage;third,Women's Federation should play a pivotal role and strengthen cooperation;fourth,it should innovate the working methods and realize accurate service.In general,social governance in the new period emphasizes the coordinated governance of multiple subjects.In participating in social governance,the Women's Federation must achieve the upper-linked party and government,middle-linked social forces,and the lower-linked masses to form an effective interactive system.
