The Analysis Of The Government Function In Tourism Development In Hebi City

With the improvement of the domestic economy and people's living standard,the demand of national outbound tourism is rising,the tourism consumption is released quickly,and tourism has become a national pillar industry.The report of the 19 th National Congress of the CPC pointed out that China's economy has shifted from a stage of high growth to a stage of high-quality development,the promotion of high-quality development is a fundamental requirement for determining development ideas,formulating economic policies and implementing Macroeconomic regulation for now and the future.The Henan provincial government have repeatedly stressed the need to promote cultural tourism at a deeper and higher level,so that cultural tourism will become a famous business card of Henan's high-quality development.Guided by the superior policies and according to its advantages of tourism resources and convenient transportation,The Hebi city government has determined the development orientation of “building an important tourism distribution center in South Taihang Mountains and a National Tourism Demonstration Zone ”,which has promoted the comprehensive development of the society.Therefore,the relationship between government and market and the exertion of government functions become the key issues of this paper.This paper is divided into five parts,through the research methods of investigation and interview,it analyzes the role of Hebi city government in promoting the development of tourism.First of all,the basic concepts and connotation of tourism and government functions are clarified by consulting relevant domestic and foreign literature,and based on the new public management theory and the public product theory,it is concluded that Hebi city government plays a role in promoting tourism development mainly include Macroeconomic regulation,organizationandcoordination,public service and market supervision.Secondly,combined with the current situation of tourism development in Hebi,it was found that there were some problems in Hebi when it played its government functions,such as unreasonable allocation of tourism resources,inadequate coordination oftourism-related departments,insufficient supply of tourism supporting facilities and insufficient promotion and guidance of tourism brands,the analysis shows that the specific reasons include the orientation of the government is not clear,the tourism planning system is not perfect,the tourism management system is not perfect,and the fund and talent guarantee ability is not enough.Finally,in view of the existing problems and reasons,this paper puts forward some suggestions,such as changing the government management idea,making industrial planning scientifically,deepening the reform of tourism management system and mechanism,strengthening the support of funds and talents,and improving the level of government public service.
