Research On Government Responsibility In The Development Of China's SME Annuity

Enterprise annuity as the second pillar of the multi-pillar pension system in our country,its expansion is vital to our social security.At present,the major problem in the development of enterprise annuity in our country is the initiative and feasibility of enterprise annuity established by small and medium-sized enterprises.Small and medium-sized enterprises have short service life,strong employee mobility and low economic benefit,and it is difficult for them to establish enterprise annuity plan only by market forces alone.As the state administrative organization,the government should take corresponding responsibility for the formulation,reform and operation supervision of the annuity system of small and medium enterprises.In the development of small and medium-sized enterprise annuity,the Government should grasp its role of "the helm",do well the top design of enterprise annuity,deepen the reform of annuity system of small and medium-sized enterprises,and perfect the Operation management system and supervision of the annuity.Based on the government responsibility,this paper analyzes the development status and government accountability of the small and medium enterprise annuity in China,and analyses the performance of the government in the development of the small and medium enterprise annuity in developed countries.On the basis of the above,it puts forward the countermeasures to improve the responsibility of our government in the development of annuity in small and medium-sized enterprises.
