The report of the 19th national congress of the communist party of China(CPC)highlighted the need to improve the care and service system for left-behind children in rural areas.In May 2019,ten departments,including the ministry of civil affairs and the ministry of education,jointly issued a document,stressing that we should guide the active participation of various social forces to protect the basic rights and interests of left behind children in rural areas.Government responsibility,social coordination and public participation in the left-behind children care and service model can meet the social development needs of left-behind children,while the social support subjects,including the government,school,family and community,can resolve the growth difficulties of the left behind children at multiple levels,strengthen the ability of the left behind children to resist "adversity",and effectively promote the overall social integration of the left behind children.This paper adopts the literature research method to sort out the existing literature,and the field research on three schools in D Township,C County was conduct by survey method.The in-depth understanding of the current situation of social support for rural left behind children and the detailed analysis of the problems of government support,school support,family support and community support in rural left behind children's social support could show the problems in the social support of left behind children in rural areas of C County relative comprehensively.Based on the analysis of the social support problems of rural left-behind children in C County,the paper reveals the limitations of the urban-rural dual division system hidden behind the social support problems of rural left-behind children,such as,the weak strength of the grass-roots organizations,the lack of special funds investment,the insufficient attention of the school,the lack of teachers,the constraint of the family environment,the deviation of parents' education concept,the low education level of temporary guardian,the weak awareness of community care,the scarce community resources.Facing the problems existing in the social support of rural left-behind children in C County,the paper puts forward some suggestions to improve the level of community participation,such as strengthening the main responsibility of the government,playing the key role of the school,paying attention to the core function of the family,and improving the level of community participation.In terms of strengthening the main responsibility of the government,we should not only reform the dual management system of urban-rural division,but also balance the allocation of urban-rural compulsory education resources,and promote the active participation of social forces and increase capital investment.In terms of playing the key role of the school,we should not only pay attention to the system construction,but also carry out humanistic care activities,and also pay attention to the communication with parents and temporary guardians.In the aspect of attaching importance to the family core function,we should not only strengthen the sense of responsibility of parents,but also enhance the emotional communication,and choose the temporary guardian carefully.In terms of raising the level of community participation,we should not only create a good community environment,but also strengthen the infrastructure construction.With the active participation of the government,schools,families and communities,we will ensure the healthy growth of rural left-behind children.
