The Impact Of The Official Characteristics And Their Rotation On Regional Innovation

Innovation is the inexhaustible driving force for the sustainable development of the regional economy.As the main decision-maker of regional governance,local chief officials have an important influence on regional economic development.In order to explore the impact of the of officials` characteristics and their geographical rotation on regional innovation under the special institutional background of China,based on the panel data of 266prefecture-level cities from 2008 to 2017,the static panel regression and spatial econometric regression,this paper studies the personal characteristics of officials and the influence of their communication on regional innovation.Through the empirical research,the following conclusions are obtained:Under the promotion incentive,the personal characteristics of officials will affect regional innovation,and officials with different characteristics will have different effects.Officials in different positions has different responsibilities,mayors are mainly responsible for regional economic development,and Municipal Party Secretaries are mainly responsible for post adjustment,so the higher the mayors` education,the greater the emphasis on regional innovation;the impact of official qualifications on regional innovation is regionally different.The higher the mayor's education in the eastern region,the more emphasis is placed on regional innovation.The official education in the western region has no significant impact on regional innovation.Because the tenure of officials is limited,under the promotion incentive,there is an inverted U-shaped relationship between the tenure of officials and regional innovation.The inflection point of the mayor's term and regional innovation is when the term is 1.8 years,that is,the mayor's impact for the development of technological innovation in the jurisdiction is first strengthened and then weakened with the term.The inflection point between the term of office of the municipal party committee secretary and regional innovation occurs when the term of office is 0,that is,the enthusiasm of the municipal party committee secretary for the development of innovation in the jurisdiction is non-linearly weakened as the term of officeincreases.This is mainly because,in general,the secretary of the municipal party committee is mostly promoted by the mayor of the region.The change of position changes the content of promotion and assessment,and the emphasis on regional innovation begins to weaken.Verification by region found that the tenure of officials and regional innovation still have an inverted U-shaped relationship.Regional innovation is not only related to regions close to space,but also to regions with political connections,but the interactive effect of inter-regional technological innovation brought about by political connections is less than that of space adjacent.Compared with the approaching of space,the ways of the interaction effect of technological innovation between regions brought by political connections are different.The technological interaction between regions under political connections is mainly reflected in the flow of factors between cities.Using the double matrix space Durbin model to analyze the differences in the technical level and position differences in the geographical rotation of officials,it is found that the differences of regional innovation level between the rotations of officials will affect the interaction of technical innovation between regions brought by the rotation of officials in different places.The difference in technical level between the regions is conducive to the interaction of technological innovation between regions and promotes coordinated regional development;however,the difference in official positions has little influence on the interaction of technological innovation between regions.
