Research On Community Governance Model Of'one Party Committee And Three Committees' In Lianyungang City

Since the 18th National Congress of the Communist Party of China,advancing the modernization of the national governance system and the governance capabilities has become our Party's new social governance concept.At the Third Plenary Session of the Eighteenth Central Committee of the Party,our party proposed the new concept of"national governance system and modernization of governance capabilities" for the first time,which marked that China is entering into a new era of modernization its national governance system and governance capability.The core topic of the Fourth Plenary Session of the Nineteenth Central Committee of the Party is to promote the modernization of the national governance system and governance capabilities.At the session,the "CPC Central Committee's Decisions on Upholding and Improving the Socialist System with Chinese Characteristics,Promoting the Modernization of the National Governance System and Governance Capability" was adopted,which has become a political declaration and program of action for our party to promote the modernization of the national governance system and governance capabilities in the new era.As an important part of the modernization of the national governance system and governance capacity,the community governance is the basic unit and an important link of national governance.However,as socialism with Chinese characteristics enters a new era,the main contradictions in our society have undergone fundamental changes.Therefore,in the process of improving the soft and hard environment,community governance has ushered in unprecedented challenges.In particular,"disjoint" phenomena occur in some grassroots communities.In traditional community governance,there are problems such as unreasonable subject structure,weak organization of community party organizations,weak participation of multiple subjects,and non-optimal allocation of community public resources.Traditional community governance can no longer meet the needs of community governance in the new era.Under this trend,it is imminent to innovate the model of community governance.Modern community governance is a community governance structure with cooperative multi-action subjects,it absorbs social forces and the public to participate in community management.The "one committee and three committees" community governance model realizes interactive co-governance in power supervision,diversified participation in consultation and discussion,humanized service for the convenience of the people,and openness and transparency in full-process supervision.As a new paradigm shift and a new subject,the development of this kind of community governance model requires time precipitation and rational sublimation of experience.This work selects Haizhou District of Lianyungang City as an example,comprehensively uses the literature method,interview method,case analysis method etc.Based on the previous research on the community governance model,we further elaborated the innovative practice of"one committee and three committees",and reveals its operation mechanism and deficiencies.Then,relevant countermeasures and suggestions are put forwarded to promote the modernization of community governance in local and other regions,and provide new ideas,new models,and new methods for promoting the modernization of urban governance.
