Research On Government Behavior In The Governance Of Rural Cooperatives

With the development of social economy,cooperative governance has gradually shown results,but some problems still exist in cooperative governance,such as insufficient development momentum,lack of risk supervision,and unscientific industrial planning.Some of these problems are derived from the endogenous problems of cooperatives,while others require government governance to be properly resolved.From 2018,the state's subsidy policies for rural cooperatives include:land transfer subsidies,loan subsidies,agricultural machinery subsidies,grain subsidies,comprehensive agricultural subsidies,pigs standard scale farms(communities)construction,agricultural insurance subsidies,minimum grain the purchase price policy has also lowered the"threshold" for the main body of the cooperative's declaration.However,in the governance of cooperatives,correct and scientific government actions still play a vital role.This research has carried out some innovations with the purpose of contributing to China's cooperative governance research.The innovation lies in embedding cases in the theory of multi-center governance from a research perspective,and studying the role of government and policy tools from the perspective of the development of multi-center governance theory,especially to provide governance ideas for the development of cooperatives in the process of marketization;In terms of research content,the cooperatives in the selected cases have a higher degree of development.Starting from the cases,they will explain how the government responds to the development of cooperatives in a better economic and social environment,and provide a model for China's cooperative governance.To the role of reference learning and problem prevention.This study takes Dongyang S Cooperative as a case,after reading the literature and analyzing the local case,starting from the main problems of the cooperative's current governance,elaborating the measures that the government should take and proposing corresponding measures solution.The article writing framework follows the logic of finding problems,analyzing problems,and putting forward countermeasures.Problem found,that is by analyzing interviews and data,summarizing the current status and effectiveness of S cooperative development,and discovering the key points of problems.Analyze problems,that is analyze the key issues in the governance of cooperatives by combining theoretical perspectives with policies and regulations,and summarize the problems that exist in the development of S cooperatives,including irregular management,weak internal control,lack of high-quality talent and lack of brand effects,lack of guidance from the management window and the unclear role of the government.Combining the theory of multi-center governance,from the perspective of the government subject,and combining the effectiveness and shortcomings of the government and cooperatives in this governance model,the government's improvement methods in the governance process of cooperatives are proposed in turn,which are to strengthen government guidance and promote rural Cooperative construction,improve the system structure;clarify the role of the government,provide a strong guarantee for cooperative governance;strengthen social participation,and reconstruct the new pattern of rural cooperative governance.
