Studying On The Implementation Of Compensation Policy For Shantytown Reconstruction In Jintang County

The Shantytown reconstruction is the key point of the process of urbanization which involving the benefit of millions of people,it is an important measure to improve the residents’ happiness index.China’s large-scale shantytown reconstruction has lasted for ten years,and it has achieved plentiful results in improving living conditions.First,it can enhance the operation capacity of urban public space and promote economic growth.Second,it will beautify the environment and balance regional development.at the same time,Shantytown reconstruction can promote social harmony and stability.According to the report to the 20 th National Congress,government need to work hard to resolve the people’s difficulties.As an important part of our work to improve people’s livelihood,the renovation of Shantytown is crucial to resolve the contradiction between unbalanced and inadequate development of people’s growing needs for the better life.Since starting the shantytown work,all parts of the country have been exploring the measures of shantytown reconstruction.Jintang County of Chengdu has also seized the policy opportunity to take the shantytown reconstruction work as a major livelihood project.The government have been insisting in combining the theory and practice,they summarize their work in practice,and improve it in summary which promote them get innovating and overcome difficulties.The government get success in some extent.However,due to historical reasons and practical limitations.There are still some problems in the reconstruction of shantytown,such as the noncooperation of the masses and the difficulties in the implementation of policies.The thesis based on the background of Chinese Shantytown reconstruction and Smith policy implementation process model,By the investigation of the policy implementation of the shantytown reconstruction in Jintang District of Chengdu City,the thesis studies compensation policy of Shantytown reconstruction in Jintang County,Chengdu City by the investigation research and literature analysis which can understand the effect of policy implementation and systematically grasp the policy implementation status.Through the investigation,it is found that there are some problems in the implementation of compensation policy of shantytowns in Jintang County,such as the untimely implementation of the policy,information asymmetry,insufficient public participation,and the project progress is not successfully,which are mainly caused by the insufficient policy research,the imperfect organizational mechanism,the high expectations of the public,the instability of the policy system and so on.Finally,The thesis will comprehensively consider the four aspects of implementation which is agencies,target groups,policies and environmental factors,combined with the actual situation of Jintang County,Chengdu City.We get the conclusion that the government is the subject of policy formulation and the leader of public policies.Therefore,the government should control the macroscopic situation and microcosmic situation,consider the needs of different people and adapt to local conditions to implement the compensation Policy of shanty towns.At first,The government should insist on people-oriented,strengthen humanistic care and giving full consideration to the opinions of the masses.Second,they should take full the vulnerable groups into consideration.Thirdly,they need to increase publicity efforts,and strengthen the supervision responsibility.Besides,the policy implementation should take full account of market factors,and reflect the suitability of the policy and the market which can effectively improve the government’s policy implementation ability and the satisfaction of the masses,it can realize the people’s dream of peace.At the same time,I hope that it can provide reference for the transformation and innovation of the path in shantytown reconstruction and the implementation of the project through systematic research and analysis.
