Rural grass-roots politics is always not open around the township government official variable grassroots village committees as the main variables of interaction between the two endings of China’s political system. More due to the complexity of such endings, making the grass-roots politics is not the original ecosystem, and more pure manifestation of one of the core elements of political science-the importance of governance. In this paper, these two variables as the basic object of inspection, their contact condensation into a "Rural Governance" model, the use of analytical methods and perspectives of the new institutionalism and historical institutionalism in the generation of this model, change and development a longitudinal history of the comb, in order to provide a little inspiration and reflection for rural governance. The author in this paper that the main positive interaction of the main village of Town governance and governance is the core of the benign operation of the "Rural Governance" model, this model is full of institutional connotations, but this connotation is often because we perceived by the ambiguity of. making the main fact in the unequal status of the mode, the resulting complex reality. Emerged as a result of these issues since the founding of the implementation of rural people’s commune system, the system there are many problems and contradictions, but it is fundamentally shaped the "personality" and characteristics of the main body of the Township Government, and became a deep-rooted path dependence, thus, in reality, this "personality" and the positive interaction of the main body of the Township Government and village governance body, especially when the current transition period, involving multi-stakeholder disputes, but also allows to treat problems with the previous approach and ways of thinking, resulting in the generation of many grass-roots contradiction, and stability issues become prominent issues. As a result, I want to get rid of the main body of the Township Government and village governance body imbalance, in fact, you first need to fully understand the institutional meaning of the "Rural Governance" model, this system is that a large number of law as the basis for But many scholars did not recognize the fundamental this feature, so often in the study between Local Government and the villagers’ autonomy ignore the existence of an objective system, at the same time, many local governments in the grass-roots political and institutional innovation, ignored legal norms, and religious ties to create a new model contrary to the Constitution and laws. Further, I believe that the above root of the problem is not completely clear understanding of the meaning and significance of Rural Governance "system produced vague understanding of academic research is no institutional basis, based on its neglect arising from the grass-roots political innovation will only become a short-lived political show. This not only wastes the resources of academic knowledge, but also cause the grass-roots political development path of free uncertain. However, the analysis of grass-roots needs to be investigated before more meaningful in the macro-political. I found in the use of the Northrop national theory, the upper layer with the grass roots of the political system more game, the top of the grass-roots political guidance and the advance of democracy, to contribute to the mode of the "Rural Governance" heading for the track. As a model-driven side of Township Government subject more fully aware of its legal nature, status and the actual initiative, which some things in the process of interaction with the villagers’ autonomy. The main body of the Township Government in the institutional framework and rural governance the main interaction is the most basic requirements of rural grass-roots political civilization, the future development of rural grass-roots political direction.
