A Research On The Urban Community Management Structure Changes From The Perspective Of Historical Institutionalism

Founding of New China to the present, the urban community managementstructure had several changes. Under the planned economic system, the concept ofcommunity is weakened, the organization and management of urban society mainlythrough the kinds of units, the Resident’ Committee functions only as a supplement;along with the reform and opening up, the gradual socialization of communityorganization and management resulting in the unit system increasingly weakened, theexpansion of the size of the community, population centers, making new expectationson the depth and breadth of the urban community management and service functions.Community features play can not do without a good system design, so theadjustment and reform of the current system of urban community structure and modeof administration arrangements it is very urgent.This paper starts from the basic concepts of urban communities and theirmanagement structure; take historical institutionalism theory framework of researchon institution and institutional change, to make a specific study on the history ofurban community management structure evolution. Explain the institutional changeoccurs is the result of the social environment changes since the1980s, interaction ofthe existing Street--Resident’ Committee management system’s accumulated defectsand contradictions, response to the new policy ideas catalytic and key actors inpromoting; use institution easy to form the increment of return and the principle ofpath dependence, the difficulties encountered in the process of communitymanagement structure changes can to be explained. Meanwhile, combined with thereform of Tongling city, Anhui province since July2010in the city to cancel streetoffices, and practice the new management system case in an empirical study ofcommunity management structure changes, further pointed out that the pathdependence in the current reform specific performance. From which summed up, tosuccessfully build a new community management organizational structure andsystem mode, the useful experience is we need to make the best use of the situation,to full guide, and through institutional innovation and institutional incentives to solvethe current problems and contradictions in the process of community managementsystem by rationalization of the sequence relationships between the various types ofinstitutional variables.
