The Logic Of Institutional Change Of China’s Government Affairs Governance From The Perspective Of Historical Institutionalism

Organ affairs are the preconditions for the external administrative actions of party and government organs,which profoundly affect their effects and costs.Organizational affairs governance and public government affairs governance are two basic aspects of the government governance system.The two constitute the three-level sub-system of the national governance system.The modernization of government governance capabilities is inseparable from the modernization of government affairs governance.The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China pointed out that building a socialist modernized country in an all-round way calls for the modernization of the country’s governance system and governance capacity,which also set the tone for the development of institutional affairs governance.Therefore,to sort out the temporal and spatial evolution of the state agency affairs governance system for more than 70 years,and to further analyze its evolution logic,has become the proper meaning of the topic of the study of agency affairs in the new era.As an important analytical tool for institutional analysis,historical institutionalism places institutional research in the historical process,and has unique advantages in the interpretation of macroinstitutional and micro-action logic.This study sorts out the historical development process of the institutional changes of the State Organ Affairs Administration over the past seventy years.On the basis of an overall grasp of the historical representation of changes,it analyzes the state organs from three dimensions:historical logic,structural logic,and actor logic.The change logic of the change of the transaction governance system.First,under the historical logic,the key node theory is used to verify the division of historical stages;and the path dependence mechanism is used to explain the generation,stability and differentiation of institutional changes.Secondly,under the institutional logic,it analyzes the influence logic of macro-system background,conceptual ideology,interest structure and other political variables on the direction of institutional change.Finally,under the logic of actors,it analyzes the active roles of the governing body,the local government and the micro-action body in promoting the change of the institutional affairs governance system.After analyzing the history and logic of institutional changes in institutional affairs governance,the article summarizes the basic laws of institutional changes under the triple logic,and attempts to conceive future optimization paths from three aspects: benign path dependence,functional construction,and promotion of multi-dimensional coordination.Under the historical institutionalism,a middle-level theoretical analysis tool that connects grand theory and micro action,the research finds that,first,institutional changes in the governance of institutional affairs are the result of the interaction of multiple factors.History,structure and actors jointly promote the occurrence and development of institutional changes.Stability and differentiation,the three have intertwined influence logic.Second,path dependence is the mechanism for the stability and differentiation of institutions.Third,political variables such as macro-institutional background,conceptual ideology,and interest structure are the basic determinants of institutional change.Fourth,the active strategic actions of the actors are the driving force for policy changes.
