"The Public Participation:the Construction And Order Of Village Defense In The Traditional Period

In the period of the republic of China,various political forces played games in north China,with frequent political changes and social unrest at the grass-roots level.Therefore,the state could not fully realize the protection of every village.Village,therefore,have to the organization to defense,defense force is limited,but the village cannot independently assume the position of defense,defense,authority subject,ordinary people also have no ability to bear the burden of defense,so absorbed all villages and the main defense of the village resources for defense,namely "the participatory" defense.In the defense system of "national participation",how to realize effective defense participation in villages becomes the research focus of this paper.Based on Dongange area town Yang village in Hebei province as the object of case study,the defensive coping events on the basis of the oral history interviews and related materials,will defend the subject as a concrete analysis object,trying to explore "the participatory" defense system intrinsic logic and the internal conditions,the main body of this article is divided into three parts,respectively from multiple authority organization,defense and relatively vulnerable groups for specific studies and discusses,first by the multivariate authority subject construction of village defense system,including the whole length,the squire and parents;Secondly,defense organizations composed of young people and middle-aged people assume the main task of village defense.They are the main force of defense.Finally,women,children,the elderly and other relatively vulnerable groups in the village become the reserve force of the defense system.They are all members of the village and occupy a considerable proportion.According to their respective comparative advantages,they undertake corresponding defense tasks.In the case of weak state authority,the defense system of "national participation" was gradually formed.It is found that the internal logic of the defense system of "nationwide participation"lies in the effectiveness of participation,which mainly involves participation willingness,participation ability,participation conditions,participation system and participation guarantee.The internal condition of the defense system of "the participation of the whole people" lies in the high consistency of villagers' interests,so as to effectively participate in the defense of the village and form the defense system of "the participation of the whole people".On the basis of this paper,combining with the contemporary social reality,it points out the relevance between the effectiveness of political participation and rural governance.Rural governance needs to attach importance to political participation,improve people's willingness to participate in politics,expand the subject of political participation,and strengthen the supervision of political participation.
