Study On The Dilemma And Countermeasures Of Village Governance

With the development of rural economy and society in China,and the country vigorously into the construction of the new socialist countryside,the rural development in China showing a thriving situation,the village overall appearance,the overall living standards of farmers and rural governance level have been greatly improved.Especially since the nineteen Party's Congress,we put forward the effective governance of the countryside.The nineteen reports of the party emphasized that the effective management of the countryside is the basic guarantee for the realization of the Rural Revitalization Strategy,and we need to improve the rural governance system combining autonomy,rule of law and rule by virtue.The village governance related to rural revitalization,related to China's socialist modernization must be highly valued in the modern management of resources based on the villager autonomy,effective governance to rural power make organic combination of state and society under the background of the new era.However,due to China's regional development imbalance,rural development in China is also showing the imbalance development in rural areas,each has its own special circumstances,in the process of governance still exist many problems,such as the village committee's duty is not clear,the village is not as active,the villagers participation in village governance problems.To promote the construction of the new socialist countryside in China,the system mechanism of village level governance must be perfected.This paper mainly adopts field research method and interview method to participate in and understand the process of village governance in Zhang village.Through analyzing the specific events occurring in villages,we find out the problems of village governance in Zhang village and find out the causes of the problems.The object of this study is Zhang Cun,an agricultural village in eastern Inner Mongolia.Through the investigation of villagers' life and village governance in Zhang village,the life logic of villagers in the atomized villages and the governance logic of villages are shown.The characteristics,difficulties and problems of village governance in Zhang village are analyzed,and the corresponding countermeasures are put forward.The maincontents of the four parts,the first part is the introduction,including thebackground,significance and literature review;the second part mainly introduces the main body of the basic situation of Zhang village and village governance,the main case,Zhang Village Governance in the process of cases;the third part is the analysis of Zhang village governance the plight and causes of the reasons,the villagers from the township and village of the ability of the duties involved in the governance and specific implementation of the system of villagers' autonomy problems;the fourth part is the countermeasure analysis of the difficulties relief village governance,for the existing problems put forward the targeted countermeasures...
