A Study On The Optimization Of Functional Allocation Of Agricultural And Rural Sector At Provincial Level In A Province

Administrative efficiency is highly susceptible to the functional allocations of administrative organization,as well as the setting of its undertaking organization.As the largest industry and the sector in charge of rural development,the agricultural and rural sector boasts of a time-honored history,is tasked with tremendous responsibilities and bears on the overall situation.As time advances into a new century,and the social environment is taking on transformations,especially after the institutional reform in 2018,the agricultural and rural sector is assuming more responsibilities,including such major strategic tasks as reform on rural management system and rural revitalization.Some problems have also been revealed in the agricultural and rural sector when performing its various functions,with the partially flawed functional allocation being a pivotal contributing factor.In light of holistic governance theory and administrative organization theory,and by using literature research,case-based analysis and comparative study,this paper revolves around the functional allocation of the agricultural and rural sector at the provincial level in A from multiple perspectives,such as functional positioning,functional division,functional undertaking and functional coordination.By integrating agriculture,agricultural machinery,animal husbandry,aquaculture and rural committee,the administrative system of the agricultural and rural sector at the provincial level in A presents more scientific and reasonable properties,work functions take on favorable changes,agriculture-related functions are further integrated,duties and responsibilities are further clarified,and institutions are more streamlined,thereby facilitating the steady implementation of various agriculture and rural matters.Be that as it may,such problems are still present as blurry functional positioning,functional division overlapping and uneven functional allocation,and feeble functional undertaking capacity.The underlying causes are varied.Firstly,in terms of functional positioning,the functional transformation has yet to be fulfilled,and the functional allocations of directly affiliated public institutions and administrative internal divisions are separated.Secondly,in terms of functional division,the functional boundary is unclarified as a result of human factors.Thirdly,in terms of the functional undertaking,the undertaking bodies lack substantiality,some functions mismatch with duties and responsibilities,and the functional allocation mismatches with the organizational undertaking.Fourthly,in terms of functional coordination,the cross-functional response system has yet to be refined due to the lack of forceful promoters.On that basis,this paper proposes targeted optimizing suggestions from four aspects.First and foremost,efforts shall be made to ameliorate the accuracy of functional positioning,adjust the functional layout,and deepen the institutional reform of directly affiliated public institutions,thereby promoting the correspondence between the functional allocation of directly affiliated public institutions and the functions of administrative institutions.Secondly,efforts shall be made to optimize functional division,scientifically divide functional boundary between administrative internal institutions,as well as scientifically clarify the main body and coordinator of overlapping responsibilities.Thirdly,efforts shall be made to further boost the sustaining capacity of the functional undertaking,strengthen supports in terms of finance,duties and responsibilities,and elements.Fourthly,efforts shall be made to improve the operability of functional coordination,clarify cross-functional coordination organization,and empower the organization with the power of functional coordination.
