Research On The Supply Of Community Housing-based Endowment In Urban Communities From The Perspective Of Multi-center Governance

Nowadays,the aging situation of the population is increasing day by day,and it is very important to choose a supply path for the elderly care service that suits China's national conditions and the needs of the elderly in China.The problem of old-age care in our country is unique.The empty nesting with aging and the aging of old people continue to increase the burden of old-age care;economic and social development make the needs of old-age care services for the elderly more and more diverse and multi-level,The traditional family and institutional pensions have been unable to meet the needs of the elderly.The reform of the old-age care model has become the general trend.Faced with the severe aging situation,the Chinese government has begun to implement the community home care service model according to local conditions.Community home care for the elderly integrates the strength of other subjects outside the government,absorbs the advantages of institutional care and family care,has a strong operability,and greatly eases the pressure of care in our country.How suppliers play a role in the process of providing community home care services,and what problems exist,have become the focus of social and academic circles.Despite the awareness of the importance of multi-subject participation in community home care services,due to the weak market and social service supply capabilities,and the lack of corresponding role definitions and division of responsibilities,the contradiction between supply and demand for community home care services is still very large.From the perspective of multi-center governance theory,this paper first studies the current status of China's elderly care services,and finds that its existing content form is determined based on the elderly's old-age care needs.The operational subjects can be divided into government,market,and social organizations at the governance level.,Communities and families,based on their respective organizational advantages,provide an organizational guarantee for the operation of community home care services.By studying the practice of community home care services in Jinan,Suzhou,and Shanghai,we can draw common experiences for reference.At present,there are still some problems such as strong government dependence and serious homogenization of service projects in community home care in our country.Based on these problems and based on relevant experience,this paper proposes to build a multi-center governance community home care service model.Redefine the role and role of the government,market,family and society in the provision of pension services,improve inter-subject cooperation,and at the same time give full play to the community's ability to integrate resources,establish a cooperation mechanism,and integrate multiple subjects into the governance of pension services In the network and channels,high-quality and efficient elderly care services are delivered to the service groups to properly solve the old-age problem and let the elderly enjoy the old age.
