Study On Polycentric Governance Of Rural Human Settlements

With the strategy of "rural revitalization" put forward,improving rural human settlements have become an important work of the government,the governance of rural human settlements have attracted increasing public attention.Some progress has been made in the governance of rural human settlements under the traditional pattern of"township government and village co-governance",and the life of farmers has been improved.But in the process of promoting social reform,the pattern:of "township government and village co-governance" is facing the challenges of urbanization,administration and scientific management in the new era,and its drawbacks in the governance of rural human settlements are gradually revealed,such as the single governance subject and the lack of vitality in the governance process.In the new period,the Party and the government continuously adhere to and improve the social governance system of co-construction and co-governance and sharing,they have always emphasized the need to strengthen innovation in social governance.In the process of improving the rural human settlements,multiple subjects such as government,market and society begin to cooperate gradually to participate in the governance work.Therefore,it is of great significance to strengthen the innovation of rural human settlements' governance and construct the polycentric governance model of rural human settlements,which can maximize the vitality of the participation of the various subjects,and comprehensively improve the scientific and standardized level of rural human settlements' governance,finally form a new pattern of rural human settlements' governance,to create a good living environment in rural areas.In this paper,W county in Anhui Province as the research object,from the polycentric governance perspective to study the county-wide rural human settlements'governance.The study found that there are still many problems in the practice of the government,the market and the society,such as the failure of the government to fulfill its duties,the low level of market participation,the insufficient depth of social participation and the lack of governance synergy among multiple subjects.Reasons included:the system of administrative rules is not perfect,and the role of government is not well defined;the economic tendency of enterprises is obvious,and inefficiency in the supply of public goods;the ability of self-government of society is not strong,the motive force that participates in environmental government is insufficient;there is an imbalance of interests among multiple subjects,and the value orientation of comprehensive government is insufficient.In order to solve these problems effectively,this paper tries to put forward "government-market-society" multi-dimensional linkage comprehensive governance model of rural human settlements,under the unified leadership of the Party Committee,sticking to the limited guidance of the government,advocating the active intervention of the market,and guiding the precise participation of the society,and earnestly enhancing the interaction and cooperation effectiveness of multiple subjects in the governance of rural human settlements,so as to effectively improve the rural human settlements,to achieve the goal of building a beautiful countryside.
