A Study Of Government Functions In The Management Of Rural Human Settlements In The New Era

Combined with the characteristics of rural human settlements in the new era,this paper analyzes the role of government functions in the governance of rural human settlements from the perspective of the concept of government functions and the concept of rural human settlements,combined with the theory of government functions and the theory of public goods.Through the field investigation of L County,it is found that L County has problems in policy formulation,overall planning,environmental protection propaganda,capital and technology in the construction of rural human settlements,and the role of government functions is not fully utilized.The reason is that there are lack of systematic policies and assessments,inadequate rural overall planning,weak government environmental awareness,and insufficient capital and technology investment.By drawing on the advanced experience of domestic and foreign government functions,we will continue to strengthen the study of government functions,promote the role of government functions in rural environmental governance,and promote the healthy development of rural economy and ecosystem.Rural human settlements governance should further deepen government functions: First,improve policies and evaluation mechanisms for rural human settlements governance.The government should deepen policy formulation and implementation.Second,deepen the guidance and management of rural planning,taking government functions as an opportunity.Through scientific rural planning,environmental improvement in rural roads and drainage will be realized.Third,publicity work on rural human settlements will be strengthened,government main responsibility will be highlighted,targeted publicity will be carried out,and publicity effects will be enhanced.Fourth,increase capital investment and cultivate rural characteristics.Increase capital investment in rural environmental governance,develop village-level characteristic economy,and narrow the gap between urban and rural areas;Fifth,strengthen technical support and personnel training,develop environmental governance technologies suitable for rural areas,and deepen talent training.
