Study On The Governance Of Rural Human Settlements In Qianfeng District Of Guang'an City

In 2017,general secretary Xi Jinping first mentioned the renovation work of rural human settlements in the nineteen major reports of the Communist Party of China.Since then,the prelude to the governance of rural human settlements has been opened nationwide.The Central Document No.1 has been vigorously promoting the improvement of rural human settlements in 3 years.It shows that the CPC Central Committee and the State Council attach great importance to the improvement of rural human settlements.As the first battle of Rural Revitalization Strategy,the basic position of rural human settlements governance is very important.However,in the process of promoting rural human settlements governance,it is simple and extensive,and the work effect is poor.How to improve farmers' living environment and rural ecological environment more scientifically and efficiently from the Perspective of governance has become an important problem to be solved.Taking Qianfeng District of Guang'an City as the research object,the author has comprehensively found out the basic situation,main methods,effects and problems of rural human settlements in this district by means of discussion,investigation and questionnaire,analyzed the deep-seated causes of the problems in the treatment of human settlements in this district,focused on the key links such as planning,garbage,sewage,toilet and non-point source pollution,innovated the main body and treatment Methods,governance mechanism,propose the sustainable mode of rural human settlements governance,to achieve the goal of beautiful and livable,effective governance of rural human settlements,we must top-level design,adapt to local conditions,promote as a whole,from the natural ecology and residential ecology and other aspects,to create a new rural human settlements in line with social development and the expectations of the masses.The main body of this paper is divided into five chapters.The first chapter introduces the background,significance,research status at home and abroad and related theoretical definitions.The second chapter introduces the basic situation ofrural human settlements in Qianfeng district from the natural resource endowment and environmental status.The third chapter combs the governance of rural human settlements in Qianfeng District,summarizes and refines the beneficial practices in the governance of human settlements in Qianfeng District,improves the comprehensive benefits by improving infrastructure,developing rural tourism,promoting the change of customs and customs,explores four governance modes including private enterprise operation,state-owned enterprise ownership,mass participation,and government guidance,and gathers multiple participation forces;and establishes multiple participation forces Four mechanisms,including investment,joint meeting,collaborative promotion and normal supervision,have been put in place to strengthen the long-term governance mechanism.The fourth chapter points out the problems existing in the governance of rural human settlements in Qianfeng District,such as the extensive form of development,the inadequate role of the masses as the main body,the imperfect supporting facilities for pollution control,and the imperfect grass-roots organizations.The fifth chapter summarizes and refines the sustainable countermeasures of rural human settlements from the aspects of ecological protection control and repair,improvement of rural system planning,style building and rural housing construction,comprehensive pollution control and safeguard measures.
