Study On The Management Incentive Mechanism Of The Prison People's Police In The New Era

Prison plays an important role in the execution of penalty,which is one of the special embodiments of the level of the socialist rule of law in the new era,while the management level of the prison could be reflected by the work enthusiasm and sense of responsibility,namely the incentive state,of the prison police.The research focus and analysis perspective is incentive mechanism in the paper,and the S prison in S province was selected as the research sample,the following 3 issues were investigated by the methods of questionnaire,interview and theoretical analysis,including the development advantage of the incentive mechanism of the prison police on the stage of socialism with Chinese characteristics in the new era,the analysis of the problems and reasons of the current incentive mechanism of prison people's police in the process of mechanism construction and implementation,how to use the related theoretical of management for establishing the strategy,with efficiency and perfect,of the incentive mechanism of prison people's police under the historical conditions in the new era.The following questions of the incentive mechanism of prison people's police were disclosed by the empirical researches of questionnaire and interview:(1)the vitality and competitiveness of the police force declined caused by the insufficient material incentives,the weakened incentive mechanism and the small gap of the salary;(2)the lack of pertinence,effectiveness and motivation of the education and training;(3)Difficulty in quantification,difficulty in statistics,and difficulty in cashing;(4)the imperfects of occupational security,the law enforcement guarantee as well as the mechanism of fault tolerance and error correction;(5)Job promotion channels are narrow,and achievement incentives are insufficient.The design of the promotion system for prison police officers is imperfect,and the promotion channel is not smooth.Besides,this article summarizes the advantages of the new era prison people's police incentive mechanism in terms of economy,society,human environment,and occupational risk protection.Based up on the empirical research results of questionnaire and interview and the deep understanding of the incentive theoretical and mechanism,the following strategies were pointed out in the paper:firstly,the construction principle of the incentive mechanism of prison people's police should be definited,which should have a clear target;secondly,the incentive requirements of the prison people's police in the new ear should be investigated deeply,thus resulting in the effective incentive and rising the incentive effectiveness;thirdly,the incentive mechanism of the complex systems,containing the "law enforcement task system","full-diameter police dual cost control mechanism","career development management system","civil police performance reward and punishment system",should be explored and established.
