Motivation is one of the important subjects of management, play the role of incentive mechanism well is the key to achieve organizational goals. For jailer is a special group of t he civil servants, so establishing an effective incentive mechanism, arousing their workin genthusiasm and improving their work performance and efficiency are really necessary, th ese measures are not only benefit of jailers' individual development, but also conducive to the comprehensive development of prison.Establishing an effective incentive mechanism is the core content of strengthening the construction of the prison guard team.This article tak e the incentive mechanism of Jiangsu Jangning jail as the research object, proceed from th e reality, to analysis the difficulties, look for reasons and put forward to countermeasures, the final purpose is to establish a good incentive mechanism,build a positive, progressive prison guard team and facilitate the healthy development of the jails.In this paper, it researches the current mechamsm of Jiangning prison through the for m of questionnaire survey, as well as combining quantitative and qualitative analysis. By t he study,the dilemmas of current incentive mechanism are unreasonable income distributi on, too formal assess system, lack of spiritual incentive, insufficient of negative incentives , what's more, the training can not meet the needs and positions,promotion system is unreas onable.To the plights of Jiangning jail's incentive mechanism, this article puts forward an innovative countermeasure to optimize the current mechanism through in accordance with various incentive theories and analysis results of thequestionnaire.The countermeasure can effectively improve jailers' working enthusiasm. This paper p ut forward the methods to optimize the incentive mechanism of prison guards, and to build an incentive mechanism model based on it, what's more,in this paper,it proposes to establis h systems of income distribution, negative motivation, psychological adjustment, promotio n, humanistic care and training with the objective and fair performance appraisal system as core.This article still proposed that,to motivate the working enthusiasm according to the n eed of working itself, provide safeguard of HR for the healthy development of prison.
