Research On Pastoral Autonomy Under The Background Of Rural Revitalization

The report of the 19th National Congress of the Communist Party of China pointed out that the effective governance of rural areas is the foundation of rural revitalization.In the "Opinions on the Implementation of the Rural Revitalization Strategy".the Central Government of China has also carried out a policy layout of the Chinese rural governance system.In the "Decision of the CPC Central Committee on Several Major Issues Concerning Upholding and Improving the Socialist System with Chinese Characteristics and Promoting the Modernization of the National Governance System and Governance Capability" adopted by the Fourth Plenary Session of the Nineteenth Central Committee of the Party requires "to improve the autonomy,rule of law.An urban-rural grassroots governance system that combines ethics and governance." In view of the reality of the pastoral areas in Inner Mongolia,how to "improve the pastoral area governance system combining autonomy.rule of law and rule of virtue;has become an important issue.This paper takes the issue of herdsman autonomy under the background of rural revitalization in Wulatezhongqi.Inner Mongolia as the research object.Through literature analysis.field surveys and interviews,the current situation of herdsman autonomy is investigated,and the existing problems and causes are analyzed.Put forward corresponding countermeasures and suggestions.This article is composed of the following parts:The first part is an introduction,which mainly introduces the research background and significance of this article as well as the current status of research at home and abroad.and introduces research methods and contents.innovations and deficiencies.The related concepts and theoretical basis of the second part mainly elaborates the concepts of rural revitalization and herdsman autonomy,as well as the theory of good governance and public governance.which provides a certain theoretical basis for the study of the improvement of the herdsman autonomy system.The third part is the general situation of the rural revitalization of Wulatzhongqi and the practical results of herdsman autonomy,mainly elaborating the practical results of the rural revitalization of Wulatzhongqi and the herdsman autonomy.The fourth part analyzes the problems and their reasons in the self-government of herdsmen in Wulatezhongqi.The fifth part puts forward specific suggestions on the issue of the self-government of herdsmen in Wulatzhongqi against the background of improving rural revitalization.The sixth part is the conclusion of this article.
