Study On The Reform Of Labor Security Supervision And Law Enforcement System In Suzhou

From the perspective of the staff of grassroots labor security supervision institutions,this paper combines the ongoing reform of labor security supervision and law enforcement system in Suzhou with case study,in-depth interview,literature research and comparative analysis and other research methods.Therefore,the problems existing in the reform of labor security supervision and law enforcement system in Suzhou are summarized and expounded.The causes of the problems are analyzed in depth,and the optimized reform path is finally found out.Firstly,the paper introduces the concepts of labor security supervision,labor security supervision legal system,administrative law enforcement and administrative law enforcement system reform,and studies the two theories applied in the paper,namely the theory of organizational reform and the theory of administrative decentralization.Secondly,it makes a comparative analysis of the reform models that can be used for reference in Suzhou's reform.Through interviews with the reform plan makers,implementers and law enforcement personnel at the grassroots level,it makes an in-depth analysis of the reform of labor security supervision and law enforcement system in 9 counties(cities and districts)under Suzhou's jurisdiction except the high-tech zone.This paper summarizes and expounds the problems in Suzhou's labor security supervision and law enforcement system reform,such as reform design defects,law enforcement fragmentation leading to the reduction of law enforcement efficiency,reform pilot leading to the weakening of law enforcement force,and unscientific reform promotion system.After in-depth analysis of the causes of the problems,it is finally proposed to improve the reform of labor security supervision and law enforcement system in Suzhou,to do a good job in the overall design of labor security supervision and law enforcement system reform,systematic design of comprehensive law enforcement reform,through the reform to enhance and improve the law enforcement ability and establish a scientific reform system.
