In recent years,community foundations have shown rapid development,and show obvious characteristics of "pilot first,administrative promotion".By combing out the literature,finding that the existing research on community foundations focuses more on the introduction of foreign experience,the introduction of development models and the countermeasures,while there is little research on autonomy.This paper uses Coleman’s rational choice theory to describe the theoretical connotation of "dependency" and "autonomy" in the theory of"authority-resources",and puts forward the autonomous analysis proposition in three dimensions:the ability to absorb resources in the process of social organization development,the development of external policy environment and the size of shared interests with the government.Taking the Y community foundation as the research object,using case study method,through semi-structured interviews and file search methods,this paper attempts to sort out the development context of the organization,describe its interaction process with the streets,summarize its different development strategies,and further outline the development context of the organization’s autonomy.The study finds that at different stages of the development of Y Community Foundation,there are differences in the attitudes of the street towards the development of community foundation,which leads to the adjustment of the development strategy of community foundations.In the early days of Y Community Foundation,due to the dominance of street administrative forces,the community foundation itself has a weak ability to absorb resources,and shows obvious resource dependence on the street.It can only absorb the resources needed for organizational development by relying on the street,but its autonomy is not obvious.In the adjustment stage,with the adjustment of the external policy environment and the reform of the system structure of the street,facing the uncertain development environment,community foundations have to reconstruct the relationship with the street government and constantly integrate,introduce and expand resources to meet the development needs,so as to realize the weak self-determination development of the organization.With the deepening of the new round of innovative social governance,Y Community Foundation ushered in a new period of development.Through the strategy of "compromise and perseverance" and actively responding to the work of street centers to seek common interests with street governments,Y Community Foundation embedded organizational development into the network of street governance,and achieved greater autonomy in the operation of community foundations.Generally speaking,the relationship between street government and Y community foundation is constantly changing,and its organizational development has undergone a stage change from "dependent growth" to"independent development".The author tries to explain the internal mechanism of the autonomy of Y community foundation in different stages from the perspective of the rapid change of external policy environment and the diversified development strategy of the organization itself,and explain the essence of the interaction between the two from the perspective of political and social relations.Finally,the author tries to explain why it is possible for Y Community Foundation to develop autonomously in different stages from the perspective of rapid changes in extern al policy environment and diversified development strategies of the organization itself,and to explain the essence of mild "breakthrough" from the perspective of political and social interaction.In addition,the author also reflects on the limitations of this study in terms of the choice of research theory and methods of data collection,and discusses it from the perspective of promoting the development practice of community foundations towards "community-based"so as to provide some reference for the sustainable development of government-led community foundations.
