Research On Limited Autonomy Of Community Citizens

In view of the development trend of urban community governance in China,the participants of community governance are gradually diversified.Social organizations,enterprises and institutions,residents and other diverse subjects play an important role in community governance,and the practice of community citizen autonomy in various regions has also achieved a certain degree of institutional innovation.But on the whole,after years of exploration,the current urban community citizen self-government there are still many problems in our country,the more significant problem displays in: although compared to the past responsibility consciousness,participation of urban community residents,but due to lack of effective participation channel and platform,the role of citizens to own hard to effectively play in the process of community governance.Therefore,how to establish a model that can effectively play the role of social organizations and stimulate citizens' community participation has become one of the topics worthy of attention in the study of civic autonomy in China.The establishment of community foundation provides a new way to solve the problem of civic participation in community governance.From this perspective,the author conducts a practical investigation and in-depth study on the role of community foundations promoted by the government in community governance.Based on different community foundation,the establishment of the background of community foundation funded by the government in promoting citizen participation in community governance has played an important role in the process of: on the one hand,as a product of government leading driven,although community foundation on economic and policy resources provided by the government itself,but in the process of operation has a certain space,can be called the community through public welfare donation activities and the participation of internal and external action subject.Therefore,community foundations play an important role in providing a platform for citizens to participate in community practice.Based on this model,the author believes that we should pay attention to why grassroots governments promote citizens' community participation through community foundations,and whether it has influence and intervention on the operation of community foundations.What role does community foundation play in guiding citizens to participate in community governance? Can such a role effectively improve the existing problems in the process of community civic autonomy? Based on such thinking,in this paper,by means of public management research theory and methods,combining the theory of governance and civil autonomy,the article mainly investigates the path of the community citizens limited autonomy,the grassroots government and community foundation in the role and function,citizens and community autonomy is the main way and the specific process.Based on the citizen participation as the research object,through the way of case study was carried out on the YJ community foundation,supported by field investigation and interview,this paper analyzes the community foundation,guide the process of citizen participation in community autonomy,civic participation in community in specific path as the main research contents and carries on the theory of refining,finally extracted according to the theory put forward the corresponding policy recommendations,further enrich the theory to the practice of connotation.
