The government's purchase of social organization services is a requirement of modernization of government governance methods,institutional innovation and practical exploration of decentralization and governance models,and an important way to enhance the capacity of public services.It is of great significance to the adjustment of China's government-society relations and the transformation and upgrading of the social governance system.In the process of government purchase of social organization services,there is a general interdependence and cooperation between the two.Existing studies have suggested that the relationship between government and social organizations presents a “asymmetric dependency”,that is,strong dependency of social organizations and weak dependency of government,necessity dependency of social organizations and selective dependency of government coexist.In other words,The government as the buyer is always in a strong and proactive position,and social organizations adopt various strategies to rely on the government to obtain resources and development.Based on field investigations in multiple places,this article finds that the dependency relationship between government and social organization can be further subdivided into asymmetric dependency relationship and anti-dependence relationship.By sorting out the cooperation between the L District Government of Guangzhou City and the organizations,it is found that there is indeed an asymmetric dependence relationship in purchasing services,which confirms some conclusions of existing research.At the same time,it was found that this was not always the case.The government,in turn,is overly dependent on social organizations in the cooperation between W County of Henan Province and the Q social organization in Zhengzhou,also caused the government to be in a relatively weak and passive situation.This article summarizes the performance,problems,causes,and strategies of these two types of dependencies.In the government's purchase of social organization services,the relationship between the government and social organizations is not asymmetric dependency all the time.Dependence is related to the market environment.In economically developed regions,there are a large number of social organizations,high homogeneity,and fierce market competition.The government is in the "buyer's market" to select the appropriate type of social organization.In order to obtain resources for survival and development,social organizations have to cater to the dependence on the government,and the two form an asymmetric dependency relationship of "strong government and weak social organization".In less-developed areas,due to the small number of social organizations,a small number of social organizations monopolize the market and technology and become relatively strong parties in purchasing services.In order to complete administrative tasks,solve practical problems and ensure the provision of public services,local governments have to be in a relatively weak position,face technical difficulties in supervision,and become a marginal role to cooperate with implementation.The two kinds of dependencies will also transform each other as the market environment changes.However,whether it is an asymmetric dependency or a relative anti-dependence relationship,it is not conducive to the healthy and sustainable development of the government's purchase of social organization services,and will cause various problems.Therefore,on the basis of summing up these two types of dependencies,this article proposes several countermeasures from three perspectives of government,social organization,and society.I hope to build a relatively symmetrical cooperative relationship in purchasing services and hope to contribute to improving the relationship between the two.
