Research On The Problems And Countermeasures Of Purchasing Home-based Elderly Care Services In T City

According to the results of China’s seventh population survey,there are 994445 permanent residents in T City,a decrease of 79476 or 7.4%compared with the sixth national population survey conducted in 2010;The population aged 60 and over was 292196,accounting for 29.38%,an increase of 7.85%compared with 2010,much higher than the national average of 18.7%.The phenomenon of aging is serious.And with the outflow of young people,the aging phenomenon will become more and more serious.In order to solve the increasingly serious problem of aging,deeply implement the spirit of the 19th National Congress of the Communist Party of China and the second,third and fourth plenary sessions of the 19th National Congress of the Communist Party of China,implement the deployment of relevant meeting documents of the plenary sessions of the provincial and municipal Party committees and higher civil affairs departments,further improve the quality of home-based elderly care services,stimulate the vitality of the market,and effectively meet the requirements of the elderly in the form and level of elderly care services,According to the requirements of the implementation opinions on improving the quality of home-based elderly care door-to-door service,t municipal government decided to carry out the government purchase of home-based elderly care door-to-door service in August 2020,and achieved some results.This paper discusses in detail the theoretical basis of home-based elderly care home-based service system,combined with the development status of T city government’s purchase of home-based elderly care home-based service within two years,expounds the phased results and experience achieved in the work of T City home-based elderly care home-based service project,carefully analyzes the problems and deficiencies encountered in the process,and on this basis,studies and discusses the improvement scheme in line with T city government’s purchase of home-based elderly care home-based service.The results show that the implementation of home-based elderly care door-to-door service in T city has effectively improved the quality of life of the elderly,added many jobs,formed an efficient linkage with other social services,and helped the elderly solve many other problems.Due to the short development time of home-based elderly care door-to-door service in T City,there are still many problems in the implementation process,such as limited social supply capacity,low purchase service quality,imperfect management system,inadequate purchase service supervision and so on.The reasons are lack of mature social forces,lack of competition in purchasing services,limited funds for purchasing services,imperfect supervision process and so on.According to the theoretical analysis and practical research results,this paper puts forward relevant suggestions and Countermeasures:first,actively build a diversified supply pattern;Second,improve relevant policies and standardize the purchase mode;Third,steadily expand capital channels to ensure the continuous supply of funds;Fourth,build a perfect supervision and evaluation system and strengthen the quality management of service institutions.
