Home-based Care Service In Helong Community Research On Government Function Optimization

Community home-based pension is a new type of pension model,which combines the advantages of family pension and institutional pension,and is more in line with the current situation of our country.For a long time,"supporting the elderly" has been a hot topic of people’s livelihood.The problem of population aging has gradually become prominent in China,and the consequent pension problem has attracted much attention.China’s first home-based pension policy was introduced in early 2000,namely "Opinions on Accelerating the Socialization of Social Welfare".At the same time,Beijing,Shanghai and other economically developed areas are trying to explore home-based pension services.Premier Li Keqiang pointed out in his government work report in 2019 that we should vigorously develop the old-age service industry,especially the community old-age service industry,which fully reflects the state’s emphasis on the community old-age service industry.At present,although community-based home-based pension is widely promoted in China,the development between regions is unbalanced.Most cities in economically developed regions have explored the establishment of community-based home-based pension service model in this region,and many experiences have been summarized in practice.However,in some small and medium-sized cities,the rise of community-based home-based pension is short,and there are still many problems in many aspects.Helong City belongs to the border minority areas in Northeast China and is a poverty-stricken county at the national level.In the eight counties and cities under the jurisdiction of Yanbian Korean Autonomous Prefecture,the economic development is relatively backward.At the same time,the degree of aging is high.It belongs to a typical "not rich but old" city,and the situation of providing for the aged is grim.In 2015,Helong City was named "the longevity town of the world" by the UN Organizing Committee for Sustainable Development of Ageing.The issue of providing for the aged has gradually become a social issue of great concern.In recent years,the aging of the population in Helong City has become more and more serious,and the traditional pension model can not meet the needs of the elderly groups.In this case,the community home-based pension emerges as the times require.As a frontier minority area,Helong City has just started to provide for the aged at home in the community.The correct guidance of the government is of great significance.How to exert the effect of government functions will affect the development of the service for the aged at home in the community.Taking Helong City,which has a relatively high degree of aging and a large proportion of Korean population in Yanbian Korean Autonomous Prefecture,as the object of study,this paper chooses welfare pluralism theory and new public service theory to discuss the function orientation of the government in the community home-based pension.The government functions in the community home-based pension service in Helong City are positioned in four aspects,namely,policy formulation,capital investment,supervision and evaluation,and resource integration.On the basis of interviews and relevant data collection and analysis,through the analysis of the implementation of the functions of the government of Helong City,the paper summarizes the problems existing in the community home-based pension service in Helong City,namely,imperfect policy and regulations system,inadequate financial investment,imperfect supervision and evaluation system,and lack of professional pension service personnel.At the same time,it selectively uses the successful experience and practices of home-based pension in domestic and foreign communities for reference to support the policy recommendations of this paper.Then it puts forward solutions,clarifies the orientation of government functions,puts forward reference suggestions for further optimizing government functions,provides reference for the decision-making of the Helong municipal government,and promotes the healthy and orderly development of home-based pension services in Helong community.
