A Study On The Purchase Of Home-based Elderly Care Services By The Government Under The Theory Of Reource Dependence

In 2012,China’s labor population declined absolutely for the first time.At this time,China’s demographic dividend period ended,the elderly dependency ratio increased,and the aging situation became more and more severe,"old before rich" feature was obvious,the family scale tended to miniaturization,and the family pension function weakened.In this context,Beijing implements the "9064" pension model,that is,by 2020,90%of the elderly will realize home-based pension,6%of the elderly will realize community-based pension,4%of the elderly will carry out institutional pension,and strive to develop home-based pension services.In order to broaden the supply channels of home-based elderly care services,combined with the experience of western countries in providing home-based elderly care services and the experience of domestic public service marketization,Beijing first explored the purchase of home-based elderly care services by the government in Haidian District,cooperated with social forces to provide higher quality home-based elderly care services,and promoted the improvement of China’s elderly care welfare system.This paper combines the theory of resource dependence with the purchase of home-based elderly care services by the government.Through the analysis of the current situation of the supply and demand of home-based elderly care services in Haidian District,Beijing,and by means of questionnaire interview and field survey,this paper deeply understands the case practice of Haidian District Government’s purchase of c-agency services,explores the interdependence of the government and c-agency in home-based elderly care services,and analyzes Haidian District In the process of purchasing elderly care services,the district government and C institution achieve two-way interaction of service resources,policy resources,financial resources and other resources between organizations through identity recognition,resource conversion and advantage utilization.In the analysis,it is found that in the process of government purchasing services,there are problems such as imbalance of relationship resources,lack of interactive resources,low utilization rate of environmental resources,which lead to poor interaction and cooperation between the two sides and affect the service effect.For this reason,this paper puts forward some suggestions to build a stable symbiotic dependency relationship:balance the relationship resources,break the territorial barriers,improve the quality of key resources,optimize the evaluation links,establish a symbiotic dependent home-based pension service system,so as to improve the supply quality of home-based pension services purchased by the government,and achieve the goal of modernization of the governance system with Chinese characteristics in the new era.
