Study On The Optimization Of Home And Community Endowment Model In Shijiazhuang City

At present,population aging has become the global development trend,most countries and regions have entered an aging society,and China is no exception.With the passage of time,China’s population aging situation is becoming more and more severe.The miniaturization of the family structure has caused the reduction of the pension function,and the institution’s pension is facing the problem of unbalanced supply and demand.China’s government innovates the service mode of elderly care and vigorously promotes the community home-based pension model.Community home-based pension mode integrates the advantages of family pension and institution pension model,and uses government,enterprise and social forces,and provides elderly care services to the elderly on the basis of family and community as the basis.In 2016,Shijiazhuang City was appraised as the pilot city of community home pension service reform in Hebei Province,and began to carry on the pilot construction to the community home pension model.In view of this practice,it is of great significance to study this practice,sum up experience,find out the problems and shortcomings,and explore effective solutions to deal with the aging society and promote the development of the cause of providing for the aged.This paper first analyzes the structure of the community home pension model in Shijiazhuang City,and defines this model as two aspects: the internal operation system and the external security mechanism.Among them,the internal operation mechanism mainly includes the participants and the service content.The form of expression,the mode of operation,as well as the construction of facilities and so on;The external security mechanism mainly includes laws and regulations and policies,supervision and assessment system,elderly community pension service subsidy and so on.Based on this,first of all,four urban areas,Xinhua District,Yuhua District,Changan District and Qiaoxi District of Shijiazhuang City,are selected as the main survey sites.This paper investigates the awareness and participation of the community home pension model in the form of in-depth interviews for some elderly people,and draws the following conclusions: the community home pension model in Shijiazhuang City has not been implemented on a large scale.Most elderly people only know that only a small number of people are really involved in the service.Secondly,the elderly who have enjoyed community home pension services are studied in depth by questionnaire survey.Most of the elderly people in the sample live with their spouses or children,and most of them can meet the needs of daily life and take care of themselves.The services most needed are family care and health care.Finally,go deep into the home pension service center to carry out field research,get the service center internal facilities construction,staffing,service content and other information.Summing up the above research data,it is found that there are many shortcomings in the current community home pension model in Shijiazhuang City.First of all,from the point of view of internal operating mechanism,the problems mainly focus on: the number of staff is insufficient and the professional level is not high;the richness and pertinence of service items are inadequate;the integration of medical and nursing has not yet sunk into the community;the financial security mechanism has not been effectively established;Infrastructure hardware and software need to be constantly updated and upgraded.Secondly,from the point of view of the external security system,the problems mainly focus on: the laws and regulations are not perfect;the supervision and assessment system has loopholes;the government buys pension services to benefit less people;the effective demand of the elderly is insufficient and so on.In view of the above problems,drawing lessons from the effective experience and enlightenment at home and abroad,this paper puts forward the following optimization paths: first,optimize the internal operation mechanism.It is necessary to improve the "quantity" and "quality" of the service subjects,promote the diversification and precision of the service content,take more measures to promote the integration of medical and nursing into the community,and establish a diversified and multi-channel investment mechanism for funds.It is also necessary to promote the upgrading of the software and hardware of pension service facilities.Secondly,optimize the external security system.It is necessary to perfect the relevant policy and regulation system,learn to establish and improve the scientific management system,further broaden the scope of receiving service subsidies,and constantly change the traditional concept of providing for the aged and the concept of consumption.
