Research On The Construction Of Zhejiang Government Cloud Based On PPP Model

The concept of "cloud computing" was first proposed by Google in 2006,and the technology is booming around the world.From the simple "data sharing" to the"application sharing" today,it has changed people's lives.Cloud computing technology is also used in government affairs,"government affairs cloud" came out."Government affairs cloud" adopts the new model of government-enterprise cooperation PPP,which maximizes the use of private enterprise resources and technology under the premise of government supervision.Through cloud computing,the huge databases of people's livelihood,medical care and other flexible applications are combined,realizing the real"intelligence" of government affairs and greatly improving the efficiency of government.This paper will focus on the problems of government project management under the PPP model of government-enterprise cooperation.On the basis of explaining the basic concepts of PPP mode of government-enterprise cooperation and combining the advanced experience at home and abroad,this paper points out the problems existing in the current government's management of government affairs cloud under PPP mode of government-enterprise cooperation,such as the lack of supervision system,the lack of transparent sharing of data and the lack of talents,and takes this as the starting point of this paper.On the basis of theoretical analysis of project management support under PPP mode of government-enterprise cooperation,according to the actual situation of government cloud management in Zhejiang Province,this paper puts forward the Countermeasures of government cloud management under PPP mode of government-enterprise cooperation of Zhejiang Province.The first chapter of this paper is the introduction,which clarifies the background and significance of the problem;the second chapter elaborates the basic connotation and characteristics of government-enterprise cooperation model and government cloud,discusses the application of government-enterprise cooperation PPP model in the process of government cloud construction combined with PPP model and collaboration theory;the third chapter analyses the current situation of Zhejiang government cloud management based on government-enterprise cooperation PPP model,and introduces Zhejiang province.The fourth chapter analyses the problems and reasons of Zhejiang Provincial Government Cloud Management under the PPP model of government-enterprise cooperation.Chapter 5 introduces the experience of government cloud management in the PPP mode of government-enterprise cooperation at home and abroad,and discusses the inspiration from the experience of government cloud management in the PPP mode of government-enterprise cooperation.Chapter 6,based on the advanced experience at home and abroad,puts forward the strategy of Zhejiang government cloud management based on PPP model of government-enterprise cooperation.
