Research On Follow-up Audit Evaluation Of Policy Of Streamlining Administration And Delegating Power In X City

Since the 18 th National Congress of the Communist Party of China,the reforms of deregulation and decentralization,the combination of decentralization and management,and the optimization of service reform have achieved remarkable results.Facing the new requirements of the new era and new tasks,we must promote further deregulation and decentralization,change steadily government functions,reduce institutional transaction costs,and optimize The allocation of market resources,then we can create good business conditions and escort economic and social development.In the "Opinions on Strengthening the Audit Work" issued by the State Council in 2014,it was emphasized that audit institutions should give full play to the audit's safeguards in the implementation of major policies,especially the follow-up audit of the implementation and promotion of deregulation,management,and service policy,including the policy of streamlining administration and decentralization is also included.The report of the 19 th National Congress of the Communist Party of China pointed out that it is necessary to change government functions,we should continue to promote the policy of simplifying administration and decentralization,working hard to build a service-oriented government that the people are satisfied with,control performance comprehensively,establish an open,transparent,and effective budget management system,and build a rule of law and integrity.Effective and effective service-oriented government is the need for the development of a socialist economy and society with Chinese characteristics,the need for democracy and the rule of law,the expectations of the broad masses of the people,and the realistic goal of deepening reform and changing government functions in the new era.Since 2015,the National Audit Office has issued a variety of reports on the “tracking audit results of the implementation of major policies” to conduct follow-up audits on deregulation and decentralization,and point out the problems in the implementation of deregulation and decentralization policies in many regions in time.In addition,in the practice of implementing the follow-up and auditing policies for the implementation of a simplified administration and decentralization policy,there is a lack of theoretical basis and an effective evaluation index system,and many problems need to be solved urgently.This article takes the implementation of deregulation and decentralization policies during the "Thirteenth Five-Year Plan" period in X city as an example,and based on the research of relevant literature,through analyzing the implementation of deregulation policies in X city and tracking the status of audit evaluation,then I find out some problems in the implementation of government decentralization policy follow-upaudit evaluation,and build an evaluation index system around the four stages of follow-up audit,use AHP to determine the weights for inspection,and finally conduct a comprehensive audit evaluation of the implementation of the decentralization policy in X city.Proposed improvement suggestions such as strengthening the quality control of follow-up audit evaluation,and establishing a decentralized information database.I sincerely hope this article can do some useful complement in the field of the current follow-up audit and evaluation of the implementation of the simplified administration and decentralization policy,and ensure the smooth and effective implementation of major national policies and measures.
