A Study On The Adjustment Of US-Japan Defense Cooperation By The View Of The Cognition Of International Order(2017-2020)

Since 2017,the cognitions to the current situation of the international order,have given a strong impact on the adjustment of the US-Japan defense cooperation.First,the Trump's Administration believes that the post-Cold War international order should be dominated by the United States is facing subversion;second,Japan is determined to maintain order with the same cognitions;third,the Trump's Administration believes that ensuring military superiority,especially ensuring sufficient strategic deterrence,is the key element for the United States to maintain the order.At the same time,Japan also believes that the current regional order is facing potential threats,while,as the protector of the international order,Japan should actively improve the strategic deterrence of the Japan-US alliance to maintain the regional order.The same understanding of the current international order and the common purpose of maintaining the so-called international order have become the important driving factors for the current US Japan defense cooperation to adjust in the direction of enhancing the deterrence of the alliance.From the perspective of the adjustment trend of bilateral defense cooperation,the two countries intend to achieve two basic goals.The first is to improve the strategic deterrence capability of Japan's Self-Defense Forces.The second is to improve the cooperative combat capability of the armed forces of the two states through high-frequency interaction,as well as joint exercises and joint training of a larger scope and a higher level,so as to provide favorable preconditions for the two sides to take joint military action when necessary,and improve the strategic deterrence capability of the US-Japan alliance.By achieving these two basic goals,the US and Japan intend to comprehensively enhance the deterrence of the US Japan alliance and promote the alliance of the two countries to play a greater role in the process of maintaining the international order.This adjustment of defense cooperation around the international order will bring multiple impacts.At the level of U.S.-Japan alliance,defense cooperation in the new era will have a profound impact on the U.S.-Japan alliance.First of all,the defense cooperation in the new stage will consolidate the existing alliance structure of "U.S.-led,Japan followed" and meet the needs of the United States to maintain its dominant international order while consolidating the U.S.alliances system.Secondly,at the strategic level,it will simultaneously improve the importance of the US Japan alliance in the US Japan foreign strategy,and promote the US Japan collective action on related issues.At a broader level,with the de facto different cognition of international order between different countries,in the new era,the development of US Japan defense cooperation and the strengthening of US-Japan alliance will objectively complicate the security situation in the Asia Pacific region and further intensify the inherent regional security issues.
