Study On The "New Knowledge Elites" Of Villager Participating In Rurual Governance

With the development of marketization and urbanization,the gap between rural and urban areas is becoming wider and wider.Compared with urban areas,rural areas fall far behind on infrastructure construction,as well as ideological and culture aspect.The village gradually lags behind in the continuous development of society,and the relationship between the state and society gradually becomes unbalanced.Effective governance of the rural society could be considered as a challenging problem.In the field of rural governance,the State Council officially considers the promotion of talents as the key goal of rural development whose main purpose is to incorporate the"new elites of villager" group into rural governance and to coordinate the development of all aspects of the countryside based on the endogenous motivation of rural society and ensure the self-operation of rural society with a view to achieving rural revitalization.This article starts from the theory of the state and society,starting from the current situation of rural development and combining the current state's policy call for "talents"to explain the importance of the "new elites of villager" group to rural governance.When the "new elites of villager" group effectively participates in rural governance,rural society has achieved good results in terms of governance structure,construction development,and the self-operation of rural society,which is also the requirement for rural revitalization.Therefore,this article takes village X in Y County,Guizhou Province as an example,it focuses on describing and summarizing the historical logic and realistic needs of the "new elites of villager" group returning to the countryside through village surveys,household interviews,and follow-up studies.Combining the development status of X village,this paper finds that X village is currently facing a "dual" development dilemma of "internal concerns and external problems".The particularity of the rural society and the "new elites of villager" group has promoted the return of this group.This"return" is both a response to the current national policy and the best interpretation of how to solve the problem of rural development.Under the guidance of the return of the"new elites of villager" group,the motivation of this returning group to participate in rural governance is no longer traceable.Proceeding from the motivation for participation,this essay will explore the affect,effectiveness,and resistance to return of "new elites of villager" in participating in rural governance,so as to provide and create more favorable conditions and guarantees for their participation in rural governance.Therefore,this article believes that the solution to the problem of rural governance lies in making good use of the "new elites of villager" group and exerting its "leader" role in rural society.The key to realizing rural rejuvenation in rural society lies in the dual drive of the activation of rural vitality and the external support of the country.On the basis of the strong call of national policy,the activation of endogenous power has become a key element of rural revitalization.From this perspective,it is essential to attach great importance to "new elites of villager" as a key subject in rural governance,rebuild the rural social and emotional community,and realize the self-operation of rural society in solving rural governance problems and achieving rural revitalization goals.
