| At present,China has entered a new period of development,with rapid economic growth,rapid social changes and continuous improvement of the market structure.Through 40 years of reform and opening up,China has realized a diversified social development model.Compared with the past,the development of rural society in China has undergone great changes,and the main body of rural governance has realized diversification and modernization.In recent years,the phenomenon of returning rural elites has attracted the attention of academic circles.They have returned to their hometowns and become the main body participating in rural governance.The influence of this group on rural governance is worth studying by academic circles.This article through to ye county towns,often long tuyen back several key towns such as elite field interviews,USES the literature material method,field interviews,case analysis,etc,on the basis of the theory of elite,elite flow theory,and the theory of elite circulation return elite seek ye county involved in all aspects of the role,rural governance study the emerging group construction of rural political,economic and cultural aspects of the positive effects and the problems in the process of participatory governance and targeted countermeasures and Suggestions are put forward.Through the field research in Ye County,the author found that the government of Ye County has provided favorable policies for returnee elites,established returnee elite entrepreneurship park and encouraged talents to return to their hometowns,and the returnee elites in Ye County have played a good driving role in the development of local rural governance.Through the interview of return-returned elites and the study of their influence in the process of rural governance in Ye County,it is found that the return-returned elites as the main body of rural governance can effectively improve the rural governance system,and play a strong driving role in grassroots democracy,village economic development and the construction of rural civilization.Establishing and perfecting the mechanism and platform for promoting the return of elites,improving the rural governance environment,enhancing the cultural quality and political participation consciousness of villagers and the return of elites,and strengthening the skill training for the return of elites are effective ways to promote the rural governance system and governance ability.However,in the process of investigation,it was found that the elite of Ye County also encountered some difficulties in the process of returning to participate in rural governance.For example,the phenomenon of monopoly of rural resources appeared;Returned political elites' long-term control of rural governance power is easy to develop clan forces,leading to "oligarchy",and the prevailing trend of comparison in the village,etc.In this paper,the play back of elite of rural governance affects the countermeasures and Suggestions,including more conducive to attract elite return policy measures,extend back elite team,to carry out various forms of the promotion of democratic supervision,establishing and perfecting the mechanism of elite backflow,to improve the cultural quality of the villagers and reflux elite and skills,etc.In a word,the returnee elites in Ye County have had a good impact on rural governance,but they still need to actively adjust and improve in the face of difficulties,so as to give full play to the positive role,so as to promote the modernization of rural governance system. |
