Industry is the engine of economic development.As an important part of China's industrial system,rural industry has a profound tradition of development.Since the early days of reform and opening up,the rural industry represented by township enterprises has gained a short-term prosperity,and the development of rural industry in China,especially in the eastern inland areas and the central and western regions have experienced very slow development.At present,under the background of poverty alleviation,by undertaking the transfer of labor-intensive industries in the eastern coastal areas and urban areas,China's industries in poor rural areas have achieved rapid development.The rural industries in the form of poverty alleviation workshops is showing a thriving development state.Under the background of fighting poverty,Why does the rural industry in China once again radiate development vitality in rural poor areas with imperfect market mechanism,weak industrial foundation and weak development ability of farmers?According to the experience research of poverty alleviation workshop in Heze City,Shandong Province,it is in the local practice of taking "poverty alleviation standard competition" as the essence and "development championship" as the form of expression.Heze and other places take the development of rural industries as a means to help the poor to achieve employment nearby,under the action logic of "growth for poverty reduction and growth for poverty reduction",the problem of "industry going to the countryside" has been solved effectively.Taking poverty alleviation workshop as the carrier,it has explored an effective realization path for the transfer of labor-intensive industries to the countryside,thereby promoting another prosperous development of rural industrialization in China.On the one hand,local governments use administrative power to promote the construction of poverty alleviation workshops,which creates conditions and advantages for rural industrial development in poor rural areas with weak industrial foundation,imperfect market mechanism and weak development ability of the poor.On the other hand,in the process of rapid development,poverty alleviation workshops can not only directly absorb the employment of poor people,increase their income from work,but also increase the collective economic income of poor villages in the way of workshop rent,which helps local governments to better achieve and complete the task of poverty alleviation.In the process of rural industrial development in the form of poverty alleviation workshops,the local governments,poverty alleviation workshops and rural communities form a "contractual" local state corporatism that helps,promotes and realizes each other.In this community of interests,the action goals of the members of the corporation are the same:the performance of poverty alleviation benefits of poverty alleviation workshops is the prerequisite for their existence,while poverty alleviation the realization of workshop economic benefit is the basic guarantee of poverty alleviation workshop.Based on the consensus of " for poverty reduction to grow and growth for poverty reduction",local governments have achieved their poverty alleviation goals,the tenants of poverty alleviation workshops have achieved their economic goals,and rural communities can also obtain further economic and social development and substantial benefits.The emergence of "contractual" local state corporatism shows the transformation of China's government-enterprise-agricultural relations in the new period.It also has a certain universality in the government-enter:prise-agricultural relations in the new period and also constitutes a new growth system,which has an important enlightenment for understanding the current rural reform and development.
