As an important working department of the Party,organizational department has a high degree of awareness and is known as a "popular" unit.As cadres in charge of cadres,party members in charge of party members and talents in charge of talents,however,there are bottlenecks in their career development.This point is often easy to be ignored,there is no research on this issue at home and abroad.In this paper,the biggest dilemma faced by the group of cadres in Chengyang district is that the group of cadres are not competent for the work outside the organization department,and there are difficulties in their career development as a starting point,through questionnaire survey and unstructured interview.This paper summarizes and analyzes the difficulties in the professional development of the cadre team in Chengyang district,which are mainly reflected in the following aspects:the cadre with professional background cannot come in,the quality training cannot keep up,the practice and exercise opportunities are few,the assessment is not targeted,the cadre selection and deployment is not reasonable,which makes it difficult for the cadre team to effectively improve the comprehensive quality,and the cadre team cannot get out from the organization system.Combined with the theory to deeply analyze the reasons why the organized cadres are not competent for the work outside the organizational system,mainly is the insufficient attention to the promotion of the organized cadres,the cadre training and practice exercise mechanism is not perfect,the recruitment system is not standard,the selection and deployment mode needs to be improved,the cadre supervision and assessment is not scientific.Finally,the author tries to put forward some countermeasures to solve the problems,including improving the degree of attention to the professional development of the cadre team,strengthening training and practice,smoothing the entrance of cadres with professional background,optimizing the selection and deployment of cadres,and further improving the scientificity of assessment.Barriers to flow in order to break the chengyang district set of cadre personnel system,realize the chengyang district set of staff career development of a breakthrough,to promote the realization cadres at the grass-roots level comprehensive quality,professional ability,improve the quality of the service at the grassroots level and at the same time,for the domestic other similar cities set of cadres career development to provide valuable reference,to cultivate can build a bear,withstanding the test of the high quality specialized set of cadres to provide the scientific basis.
