Discovering,cultivating and selecting outstanding young cadres is one of the basic projects to strengthen the building of leading bodies and cadres.It is a major strategic task related to the long-term stability of the country.After the merger of the national tax,the grassroots tax authorities generally face the problem of the aging of the team structure.The young tax cadres will promote the development of the entire tax system as the core factor.How to help young tax cadres to carry out effective career management,combine youth personal development and "talent taxation"strategy,and cultivate high-precision tax talents that meet the needs of the new era has become an important topic for the management of tax cadre.This paper takes the career management status of CZ tax cadres as the research object,and takes 264 cadres who are under 35 years of age in the CZ tax system as samples by means of literature research,descriptive research,investigation and information research.It focuses on analyzing their own professional status,their understanding of career management concepts,their organizational career management status,and their own long-term career planning.At the same time an open questionnaire was issued to the personnel management department to investigate the current career management of young cadres from the organizational level.From the perspective of organization and individual,this paper aims to make a more comprehensive and objective assessment of their roles in the career management of young tax cadres,as well as their responsibilities and countermeasures.The research results show that the problems existing in the career management of CZ tax youth cadres are concentrated in four aspects:First,the awareness of the career management of' young cadres is not strong;Second,the channel of communication and promotion of cadres is narrow;Third,the internal system assessment and training mechanism is single;Fourth,the organization has not conducted an effective analysis of the characteristics and development of individuals.The author believes that the main reason for these problems is the lack of personal career management awareness and ability;the lack of organizational career management for cadres;the lack of perfect management system.Through the in-depth analysis of the problems and causes,this paper gives some suggestions:in view of the lack of management awareness,it is suggested that the organization should be used as an entry point to systematically strengthen the career management concept at both the organizational and individual levels.Based on the narrow communication and promotion channels,it is recommended to break the internal circulation mode and expand the communication channels to improve the promotion system.According to the single assessment and training mechanism,it is advised to start with the personalized menu and improve the assessment system and training model of CZ tax.For the lack of effective personal assessment,it is recommended to integrate resources and establish a personal information support system to draw a development path.Finally,the career management system of CZ tax youth tax cadres is established to maximize the individual's value and optimize the system's development.
