Since the founding of the People's Republic of China,especially since the reform and opening up,with the economic and social development,the level of urbanization in our country has been constantly improved.In order to seek more employment opportunities,a large number of rural laborers left their homes and came to the cities.However,such a large-scale labor force flow has not brought about migration of population in a real sense,the institutional barriers of dual social structure of urban and rural areas,have exacerbated the increasingly prominent contradictions between urban and rural areas,young and middle-aged migrant workers had to leave their children home,therefore forming a new special group-left behind children.Due to the lack of love of parents and their families,the special groups have too many problems in life,learning and psychology,and gradually become one of the great challenges that affect the realization of social fairness and justice and the harmonious development of society.As a disadvantaged group of left-behind children,more and more experts and scholars have focused their attention on them.At the same time,they have drawn the attention of the government departments and common concern of the whole society.The healthy growth of left-behind children in rural areas is directly related to the future development of our country and to the stable and harmonious social development.As a public service provider,the government,has constantly emphasizing the importance of left-behind children in rural areas to the future development of our country,however,it is embarrassing that they have been ignored in reality,and the issue of left-behind children left untouched to a fundamental solution.Therefore,how can the government realize the effective public governance on the left-behind children,and how do the relevant departments play their respective roles,how to guide the school to enrich and protect the caring carrier,how to protect the family to bear the responsibility of custody,how to mobilize other social entities to participate in the care of left-behind children,this is not only the bounden duty of the government,but also the need of promoting the development of a harmonious society.The thesis with interview and case analysis method to investigate and collect a large amount of documents and materials,and the author visits on site some left-behind children's schools in 14 municipalities in Liaoning Province,through investigation and interview,analyzing the problem of left-behind children in Liaoning Province and probes deeply into the causes of such problems in the care and protection of left-behind children,and put forward the proposal of solving the problem through four channels including government,schools,families and social organizations,trying to build a four-in-one work model which is government-led,family and schools closely related,and the involvement of other social organizations,provide a more open perspective to breaking through the current methodological puzzles in the study of left-behind children,and a more substantial theoretical basis for the further study of the care and attention of left-behind children in rural areas.
