For a long time,the rural left-behind children have not been able to attract enough attention,the issues of left-behind children are also neglected.As more and more attention is paid to rural areas,the physical,psychological and safety problems of rural left-behind children have attracted extensive attention in academic circles and society.Due to the lack of the necessary safety knowledge,rural left-behind children are more vulnerable to accidental injuries in their lives,and the continuous occurrence of rural left-behind children safety incidents has gradually revealed the severity of this problem.The rural left-behind children are the product of the dual system of urban and rural areas.The huge group of left-behind children in rural areas is the epitome of the hollowness of the current countryside and is also a portrayal of the unbalanced development of the entire society.Therefore,the construction of the left-behind children care and protection system is an internal requirement for realizing social equity.The rural left-behind children occupy a large proportion in the rural population structure.It is of great significance to the family,society and the country tocontinuously improve the left-behind children's growth environment and improve the overall quality of the left-behind children.In order to respond to public opinion,solve the problems of rural left-behind children,the country put forward the construction of care and protection system for rural left-behind children.However,there have been some deviations in the construction of a care and protection system for left-behind children.It also runs counter to the original purpose of the country.This paper hopes to study the deviation in the construction of the care and protection system for left-behind children in rural areas through the combination of literature research and empirical research,and put forward the optimization strategy of the care and protection system through theoretical analysis and empirical research.The thesis first combs the research literature at home and abroad from the theoretical level,summarizes the previous research results,and finds that scholars' research on the problem of left-behind children mainly focuses on the education,psychology,and social behavior of left-behind children.Little research has been done on the care and protection of children left behind.The establishment of a complete care and protection system for left-behind children needs guidance from relevant policies.Through the review of the changes of the country's policy on left-behind children in recent years,the fragmentation and imperfection of the policy also affect the construction of the care and protection system for left-behind children to some extent.The paper establishes a four-dimensional analysis framework of concepts,subjects,resources,and actions to study the care and protection of left-behind children in rural areas,and uses the construction of the left-behind care and protection system in S Town,Anhui Province as an empirical research object,through in-depth research and interviews.It finds that the construction of the care and protection system for left-behind children is difficult due to the deviation in concept,difficulties in coordination between subjects,insufficient resources,and lack of action.Through a deep theoretical analysis of the reasons for the difficulties in the construction of the left-behind child care and protection system,it finds that social transformation has caused a huge impact on the concept,resulting in conceptual deviations in the construction of the left-behind child care and protection system,and that traditionaladministrative methods restrict cooperation among the main bodies.The traditional dual system of urban and rural areas has made it difficult for the main body to work together,and the lack of resources for the care and protection of rural left-behind children has affected the efficiency of the use of care and protection resources.The lack of strict supervision and responsibility system makes the action of care and protection weak.Through theoretical analysis and empirical research,the thesis finds that the theory of social support and holistic governance is highly compatible with the issue of care and protection for rural left-behind children,and can provide guidance for the solution of care and protection for left-behind children.Therefore,on the basis of the previous research,the paper puts forward the promotion strategy of the care and protection system for the rural left-behind children.In the face of the complex problem of care and protection for left-behind children,government departments should actively change their ideas to meet the needs of left-behind children,establish a holistic governance thinking,and cultivate a sense of public-private cooperation.The government should actively coordinate the relationship between the government,the family,the school and the society,and form synergy.In addition,the government should actively introduce social and market forces to fully stimulate the vitality of the care and protection system for left-behind children.Besides,the government should actively integrate resources in the areas of talent,capital and material resources,play the role of information technology,create new methods of governance,and improve the efficiency and quality of the care and protection system for left-behind children.The government should improve policies and regulations,improve institutional safeguards,make the care and protection of left-behind children more effective,and improve the effectiveness of the care and protection of left-behind children.The innovation of the paper is embodied in the four-dimensional analysis framework,and the four-dimensional analysis framework is used to analyze the deviation of the left-behind child care protection problem,resulting in the deviation of the four dimensions and the promotion strategy of the left-behind child care protection system.The thesis combines theoretical research with empirical analysis,and makes full useof social support theory and holistic governance theory to analyze the care and protection of left-behind children.The shortcoming of the thesis is that the depth of the social support theory and the holistic governance theory is not enough,and it needs to be further deepened.The empirical research of the paper also needs to be further strengthened.
