Research On The Current Situation,Problems And Countermeasures Of Lu Town's Care For Rural Left-Behind Children

Left-behind children is the common phenomenon in our society, especially in rural society, the problem of left-behind childrens' psychology, behavior, learning, emotion,life and other issues have a huge impact to themselves not only in the present and future,but also will have a significant impact to their families and the development of rural society in the future.It should be noted that the problem of left-behind children is not"children", but "left-behind", the children themselves are innocent. And the "left-behind"problem needs to be solved gradually in the development-of urbanization, which is a long process.But it does not mean that the government can do nothing. The problems of"left-behind" children exist objectively and intensified. The government should use its own public services to carry out multi-types and normal care for left-behind children.This paper take the example of the care actions of the left-behind children in Lu town as the research object, and focused on the Lu town left-behind children care action problems, causes and countermeasures, trying to contribute to optimize the left-behind children care actions in Lu town. Before writing, through the literature study method, the author has a certain understanding of the problem of left-behind children and the caring situation of left-behind children in our country, on this basis, this paper uses qualitative research methods, In-depth interviews were conducted with left-behind children, government workers, school teachers and volunteers.. Through the analysis of the first and second hand data, there is more comprehensive and profound understanding of the care actions of the left-behind children in Lu town.Under the background of building a service-oriented government,this article selects the new public service theory as a theoretical tool, the value of new public service for the public to provide public service concept,and stresses that the government is not at the helm or boating in the service, but as a coordinator between multiple service principals,it has important implications for the development of care actions in Lu town.. Under the guidance of the new public service theory, this paper analyzes the cause of the problem of the care of the left-behind children in Lu town, and puts forward the corresponding countermeasures in the perspective of the new public service theory.The structure of this article is based on the current situation: the problem, the reason,and the countermeasures, and thought that it exists government subject vacancy and volunteers lack of organizational problems in execution in Lu town left-behind children care actions. in the specific care actions there are subjective, programmatic, project and short-term problems. Reasons for these problems focus on the left-behind children problem is a lack of enough understanding, the care act is not healthy,lack of long-acting mechanism in the care actions of the left-behind children , etc. So the strategy should also be done in these areas. In addition, this paper holds that the optimization of caring action depends on a favorable "environment"' This paper argues that from the three aspects of law, policy and public opinion, as the environmental foundation that is conducive to the better development of the care act.The innovation point of this paper focuses on the innovation of theoretical perspective and the research method. This paper selects qualitative research methods,subject and object of caring action parties in the care actions has an insight into the feelings and concerns, and there are more practical significance than quantitative method to analyze the effect of caring action used in general care paper used. In addition, this paper based on the perspective of new public service theory, from the government organizations, social forces, and the relationship between the government and society three aspects to gaze at Lu town left-behind children care action problems and give suggestions for improvement, compared to previous study only focused on the pattern of government has a wider perspective.
