Research On The Behavior Of County Government In The Construction Of Beautiful Countryside

In 2005,the central government put forward "building a new socialist countryside",which defined the specific requirements of "beautiful countryside".Since the eighteen Party's Congress,general secretary Xi Jinping attached great importance to the work of beautiful countryside,and put forward a series of new ideas,new judgements and new initiatives.Premier Li Keqiang also mentioned the beautiful countryside construction work in the government work report for several years.In recent years,the construction of beautiful countryside continued to heat up.Through more than ten years of continuous promotion,the construction of beautiful countryside has achieved initial results.However,from the objective analysis,there are still some problems to be solved in promoting the construction of beautiful villages by local governments,especially the county governments.Only by continuously optimizing the government's actions can we effectively improve the level of beautiful rural construction.Through literature analysis,case analysis,questionnaire survey and other methods,this paper summarizes the process of beautiful rural construction in R County,focuses on the analysis of the county government behavior in the beautiful rural construction,and finds out the problems such as low planning quality,slow industrial development,inadequate support and guarantee,and insufficient public demand.According to the idea of "put forward problems analyze problems solve problems",on the basis of finding problems,this paper analyzes the reasons for the defects of government behavior.Combining with the theory of market failure and service-oriented government,it puts forward countermeasures and suggestions to optimize government behavior,such as rectifying the concept of government performance,paying attention to planning guidance,accelerating industrial development,and strengthening factor guarantee,so as to continuously improve the beauty of grass-roots government At the same time,it provides theoretical thinking for the construction of beautiful countryside.This paper consists of six parts: the first chapter introduces the background and significance of the topic,the research status at home and abroad,the research framework,research methods and innovation points of the paper;the second chapter gives a detailedexplanation of the relevant concepts involved in this paper,laying the theoretical foundation of this paper;the third chapter analyzes the government behavior and effect in the construction of beautiful countryside in R County;the fourth chapter points out The fifth chapter puts forward countermeasures and suggestions to optimize the government behavior in the beautiful rural construction of R County;finally,it summarizes and prospects the full text.
