As a matter of fact,data,information,knowledge,and innovation significance has been growing dizzily in the last century,and with it a new system had been defined based on the Knowledge Economy theory.System called Innovation System.Every different innovation system approach has essential dimensions divided as follow,system boundaries,actors and networks,institutions,knowledge,dynamics,and policy implications.Dimensions that facilitate the analyzes,comparison,and characterization of the systems.Given that innovation is important to determinate power in the current international system,the proper development of an innovation framework has become essential for the economic growth of a nation in the last centuries.Therefore,this study focuses on the recognition of the challenges that Colombia has to overcome in order to acquire a status of innovation nation.Specifically,on those related with institution structural failures,the role of the Productivity Development Plans(policy implications),and the interaction among actors involve in the innovation process.Giving the opportunity to draw a trajectory draft of the country.Next to this,a comparison in between two innovation systems is performed with aims of identify possible lineaments that could improve the construction,structuring,and performance of Colombia's innovation framework.These features are specifically analyzed and extracted from the “successful” case of South Korea in the matter of innovation and,therefore,economy.As the most relevant similarities that could be appreciated between the two nations were the lack of linkage and mobility between universities and the industry,and the low impact of the SMEs in the innovation outcome of the country.On the other hand,the greatest differences of these innovation systems to be highlighted are the education quality and accessibility,and the funding to R&D by public and private sector.This document tentatively concludes that in countries of the like of South Korea,with the ability to co-ordinate policies without interruption into the national and regional innovation boundaries and where education and R&D represent an important political and social objective,the impact in economic and industrial development is larger than in countries were these aspects are lacking,and that the need of giving SMEs more importance inside the innovation environment is vital to narrow social inequality,as well as to improve competitiveness and effectiveness in the business,industrial,and educational climate of a nation.
