Research On The Transformation Of Collaborative Governance Of Home Care Centers For The Elderly

With the increasingly prominent problem of aging in China,the traditional family pension model has gradually changed,and the importance of social pension services has become more evident.Currently,China’s social pension service system construction is still in its infancy,lack of beds,rudimentary facilities,single function etc.still exist.The home-based care for the aged can alleviate the lack of social nursing institutions,and provide a new attempt and possibility in addition to the traditional family pension model and institutional pension model,which would adapt to the objective requirement of the aging population and meet the increasing material and spiritual needs of the elderly.Therefore,the home-based care for the aged would become the mainstream model of China’s social pension system.In the context of China’s social pension system,there exist problems such as backward endowment facilities,poor service,weak team building,single supply of services,and a low degree of marketization in the traditional nursing home.The main reason is that the operation of traditional nursing home practically relies on the"government supply" model,whereas the "government supply" model led to a single source of funds,unsustainability of a healthy market.Therefore,the transformation of the traditional nursing home is of a very important significance.Based on the case study of Hangzhou Jin Qiu Home Care Center,through survey and analysis,this paper will sum up its collaborative management experience,that is,the"government supply" model forms a diversified home care service governance pattern,the community leads the integration of home pension resources,social organizations offers diversified services,and volunteer groups provide neighborhood assistance.This paper thereby put forward a path to enhance the effectiveness of the governance of the home care center,in hope of promoting the successful experience of the case,and providing new ideas for the development of China’s home care center.
