The Third Plenary Session of the 18 th Central Committee of the Party first proposed the major proposition "Promoting the Modernization of the National Governance System and Governance Capability";the Fourth Plenary Session of the 18 th Central Committee of the Party made strategic arrangements for system building and governance capacity building;The Plenary Session of the CPC is the first in the history of the Party to use a central plenary session to specifically study the issues of the national system and the governance system of the country and to issue "The Central Committee of the Communist Party of China on Upholding and Improving the Socialist System with Chinese Characteristics,and Promoting the Modernization of the National Governance System and Governance Capability".Decision.In the continuous exploration of the process of socialist modernization,the Party Central Committee gradually realized that the system played a fundamental,overall and long-term role in the process of advancing the modernization of the national governance system and governance capabilities.The national governance system and governance capabilities are a national system and The central manifestation of system execution power,the core and essence of advancing the modernization of national governance system and governance capability is to make institutional governance more scientific and perfect.Rural community governance is a basic component of national governance.To advance the modernization of the national governance system and governance capacity must promote the modernization of rural community governance.It also means that rural communities in China should advance the governance system and governance capacity innovation at a new era.To grasp the spirit of the Fourth Plenary Session of the Nineteenth Central Committee of the Party and to use it as a guide,with institutional governance as the core and essence,to promote the improvement of the system of governance of rural communities in the context of modernization,and to improve the capacity of governance of systems of rural communities Subject.This paper selects the rural communities in Nanhai District,Guangdong Province for the main reasons for the following two aspects: On the one hand,the structure of the land property rights system in Nanhai District is "confirmation of rights and shares" and "confirmation of rights and shares" Rural communities integrate rural land collective ownership systems with market economic systems,and allow farmers as members of the land shareholding cooperative system to enjoy equity dividends.It is a typical area of rural community system governance and has theoretical and empirical research value.On the other hand,on the basis of perfecting the land property rights system,Nanhai District carried out systematic reforms and innovations on the basis of "confirming rights and confirming shares incorrectly" in connection with the equity distribution system,grassroots democratic system,and community management system,and "activated the land" and developed The economy has followed the wishes of most farmers and formed a distinctive "South China Sea model." The land share cooperation system under the "South China Sea Model" is based on the policy goal of "no growth,no death",and advocates that the equity should be "long-term unchanged".However,in actual operation,the Baishaqiao community and the Tanbian community have implemented the systems of "life growth,death reduction" and "life growth,death reduction".There is a distance between the actual situation of governance and policy objectives,and there is no simple homogeneous governance between rural communities,or there are differences between the institutional governance of each rural community.This article selects Baishaqiao Community and Tanbian Community in Nanhai District as comparative research objects,comparing the commonness and individuality of the governance of these two rural community systems under the same development environment and land property rights system,and can also show that this topic is relative to the existing research.Unique value.It is innovative to use the unique perspective of institutional governance and comparison to explore the issue of "confirming rights and confirming shares incorrectly" in rural community governance.
